Requirements

Responsibilities
  • Ensure the console is staffed and that the resolution of all signals and anomalies meet the established threat threshold within timeframes established by the Technical Surveillance Countermeasures (TSCM) Program Manager
  • Assume responsibility for detailing resolved signals in monthly and quarterly reporting
  • Ensure reporting of In-Place Monitoring System (IPMS) console health status when operational capability is diminished, that all required IPMS and Signal of Interest reports are complete with minimal errors and that all processes, activities, and report are conducted within established time frames, and IPMS related activities support the TSCM program and Technical Security and Signals Countermeasures (TSSC) modernization goals
  • Maintain familiarization with all governing national and agency level policies, ensuring compliance with all facets of reporting and training requirements as well as all other regulatory guidelines
  • Operate, maintain, and troubleshoot the garrison IPMS, resolve and coordinate IPMS anomalies with TSCM personnel, and research and investigate new or improved industry practices and tradecraft for application to the agency IPMS programs and operations
  • Perform daily tactical and strategic analysis according to procedure guide and established timeframe, daily, monthly and annual operations and maintenance tasks according to established policies and timeframes, and Radio Frequency signal of interest related searches
  • Identify and troubleshoot system malfunctions and report findings and status to customer
  • Assess and locate signals of interested discovered during surveys, system notification and IPMS operations
  • Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and procedures
  • Ensure compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards for collateral areas
  • Identify physical and acoustical security deficiencies and develop corrective actions to mitigate the identified deficiencies
  • Analyze complex physical and technical security issues and provide cost-effective recommendations that meet policy requirements
  • Provide recommendations and guidance for facilities under construction
  • Assist with maintenance and day-to-day monitoring of IPMS program in order to maintain mission functionality and authorization to operate in the enterprise environment and in determining best practices related to IPMS and wireless efforts
  • Conduct IPMS operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and procedures
  • Ensure all personnel assigned to the IPMS mission are trained in accordance with National standards for the conduct of TSCM operations and are qualified to operate the in-garrison IPMS as well as understand and comply with IPMS regulations
