Summary

The Global Benchmarking & Innovation team within the Department of Operations Planning identifies best practices and strives to gain insights from external organizations, principally peer transit agencies and benchmarking organizations to support MTA NYCT goals and objectives. Our team supports NYCT’s operating departments (Subways, Buses, Paratransit) by providing information on our relative performance of our system compared to our global peers, as well as providing information on how peers have solved common challenges in the world of transit planning, policy, operations, and maintenance. Our team is also responsible for facilitating the strategic implementation of pilot projects, identified through the identification of global best practices.

Responsibilities:

Responsibilities of this position may include analyzing various data sources, studies and performance indicators produced bybenchmarkingorganizations and external transportation organizations, providing robust key performance indicator data to internationalbenchmarkingorganizations and analyzing data from these organizations to benchmark NYCT’s relative performance, identifying the key policy implications for NYC Transit frombenchmarkingresearch and communicating these implications to internal decision makers, undertaking independent research to identify best practices across different aspects of transportation policy and practice, collaborating with all departments within the MTA to understand the current and future challenges facing public transit in NYC.

As part of the larger Data, Research and Development team, the position will assist with other department-wide analyses which will require strong quantitative, programming and GIS skill.

Education and Experience

Principal Transportation Planner

A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and five (5) years of full-time paid experience in transportation planning, scheduling, or operations. A master’s degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.

Senior Transportation Planner

A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and four (4) years of full-time paid experience in transportation planning, scheduling, or operations. A master’s degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.

Transportation Planner

Must possess education as stated above plus two (2) years of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.

Assistant Transportation Planner

Must possess education as stated above plus one (1) year of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.

Associate Staff Analyst

A Master’s degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; OR

A Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above.

Staff Analyst

A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college or university and two years of satisfactory full time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above: or

A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or

A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.

The high school diploma or its educational equivalent must be approved by a State's Department of Education or a recognized accrediting organization. The college or university must be accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA). The law school must be accredited by the American Bar Association or the California Bar Association

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above

All candidates must possess a baccalaureate degree to apply to this position.

Desired Skills and Attributes:

Strong understanding of transportation planning practices and policy, especially if gained within a large, multimodal transit agency or consulting firm. Excellent analytical skills, with the ability to interpret a large variety of data sources and draw out the policy implications. Candidates with exemplary communication abilities (written, presentation, and verbal) strongly preferred. Experience with Excel and GIS required. Other beneficial technical skills include experience with Power BI, Tableau, SQL, Python, and R.
