Requirements
  • 8+ years of experience in government relations, public policy, lobbying, or a related field, ideally linked to the mobility, travel or energy industry in Spain. Proven track record of successfully influencing policy outcomes and building effective relationships with government officials.
  • Strong analytical abilities, strategic thinking and business sense. Demonstrated ability to identify, negotiate, and deliver strategic partnerships or projects that generated tangible business impact.
  • Deep knowledge of the Spanish political, regulatory, and mobility landscape, with the ability to anticipate trends and translate them into actionable strategies.
  • Exceptional communication and interpersonal skills, with the ability to articulate complex policy and business positions clearly and persuasively to diverse audiences. Native Spanish speaker and full working proficiency in English. Knowledge of Portuguese would be a plus.

Responsibilities
  • Lead BlaBlaCar's GR strategy in Spain: Anticipate and influence policy trends, regulatory developments, and political decisions at national, regional, and local levels that could impact our activities.
  • Shape the regulatory framework for shared mobility: Advocate for clear, fair, and enabling rules for carpooling, multimodal transport (bus, train, carpool), and digital mobility platforms.
  • Cultivate strong institutional and business networks: Build and maintain senior-level relationships with public authorities, regulators, business associations, and private partners across the mobility and energy sectors.
  • Represent BlaBlaCar with credibility and influence: Act as the company’s main spokesperson towards ministries, regulatory agencies, regional governments, and sectoral associations, defending BlaBlaCar’s interests in consultations, working groups, and public debates.
  • Develop and implement the Energy Savings Certificate (CAE - Certificados de Ahorro Energético) scheme for carpooling: Advocate for a comprehensive and efficient framework, ensure a strong and precise implementation of the CAE system at BlaBlaCar, and manage relationships with both CAE public and private stakeholders.
  • Bridge Public Affairs and Business Development: Translate regulatory changes into business opportunities, align PA actions with BlaBlaCar’s business priorities, and ensure regulations are turned into competitive advantages.
  • Drive negotiations and project delivery: Lead complex, high-stakes negotiations with both public and private stakeholders to secure favorable conditions for BlaBlaCar and implement initiatives that improve performance and impact.
