  • Bachelor's degree in Engineering, Planning, Communications, or related field. Additional relevant experience may be substituted on a year-for-year basis for up to four years.
  • Eight (8) years of progressively responsible experience in transit, mobility, bikeshare, municipal government, project management or other related field including two (2) years of experience managing employees or projects.
Responsibilities
  • Serve as CapMetro’s primary coordinator for bicycle initiatives, with a principal focus on the Bikeshare program, collaborating with internal departments and external partners.
  • Develop, implement, maintain, and update Bikeshare-related plans, policies, and procedures, including system development and deployment plans, service area plans, and long-range capital improvement plans.
  • Under the direction of the Manager of Cross-Agency Transit & Mobility Programs, collaborate with the City of Austin Transportation Department and CapMetro’s Bikeshare Operations team to oversee system operations, maintenance, asset management, service balancing, system upgrades, special events, and operational and capital budgeting.
  • Establish and administer Bikeshare monitoring and oversight plans, including annual oversight plans, monthly performance reporting, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs), encompassing bikeshare and related bicycle parking and storage programs.
  • Identify grant and funding opportunities for Bikeshare and related bicycle programs; work with CapMetro’s grants team, the City of Austin, and partners to develop and submit funding applications.
  • Coordinate with IT and internal and external stakeholders to advance Bikeshare-related technology, enhance the customer user interface, and improve system integration with CapMetro technology platforms.
  • Respond to abnormal or emergency field situations; troubleshoot operational issues; investigate, respond to, and resolve customer inquiries and complaints through established processes.
  • Initiate and conduct regular meetings with service providers and operations staff to communicate trends, issues, and concerns, and to ensure performance targets and program goals are met.
  • Conduct, evaluate, and implement research related to Bikeshare operations, policy, design, and performance to support continuous improvement of the program.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
  • Perform other position related duties as required and/or assigned.

CapMetro is the public transportation provider for Austin and Central Texas. It operates local bus routes, express services, and a rail line to connect surrounding areas with central Austin. CapMetro launches Park & Rides and service enhancements to improve connectivity. In Austin, TX, Capital Metropolitan Transportation Authority (CapMetro) completed its eighth Project Connect program as it opened two new Park & Rides and increased frequency on two bus lines. The program utilizes voter-approved investments to transform public transportation across Central Texas. At a launch event, CapMetro President and CEO Dottie Watkins said, "With the opening of the Expo Center and Goodnight Ranch Park & Rides, along with the expanded Rapid service, we're continuing to deliver the kind of frequent, reliable transportation our region needs. These enhancements make it easier for more people to connect to jobs, education, healthcare, and opportunities throughout East Austin, while supporting a more sustainable future." Watkins was joined by leaders from the City of Austin, Austin Transit Partnership, and Travis County, as well as federal and state representatives. Travis County Commissioner and CapMetro Board Chair Jeffrey W. Travillion said, "This is going to revolutionize opportunity in this area." While the county is building affordable housing, he explained that affordable housing alone is not enough. Public transportation provides "the means of getting people to where they need to go." Service changes taking place in June include increasing frequency on the Rapid 800 and 837 lines to every 10-15 minutes during peak hours. In addition, 79 bus stations were upgraded with a lower roof and perforated panels to help protect against weather elements, digital signage to provide real-time updates, and security cameras and lighting. The Expo Center and Goodnight Ranch Park & Rides, which serve as key transit hubs, include end-of-line charging infrastructure to support the agency's electric bus fleet. At the event, speakers remarked that the project represents both an investment in long-term connectivity and improvements for riders today.

Rio Grande Pacific to provide maintenance for Texas commuter-rail line. Austin, Texas-based Capital Metropolitan Transportation Authority (CapMetro) has awarded a long-term contract for the maintenance of its Red Line between Leander and Austin to Rio Grande Pacific Corp. (RGPC). Under the contract, RGPC will provide maintenance-of-way (MOW) and signal systems services through RGPC subsidiaries, including Pacific Transit Group and Rio Grande Pacific Technology. RGPC will provide all necessary equipment, parts, supplies, qualified personnel, administrative, regulatory compliance and management services, CapMetro officials said in a press release. The contract includes track, right of way, bridge and signal system inspection and maintenance services for the 32-mile commuter-rail section of CapMetro's railroad corridor. "We look forward to bringing our considerable freight and commuter rail experience to this procurement and providing seamless and professional engineering and signal practices and knowledge to CapMetro," said RGPC CEO Richard Bertel in a press release. "We see this as an opportunity to provide a true partner to CapMetro while also expanding RGPC's footprint in the transit operations and maintenance marketplace."

This partnership opens a major new avenue for brands to engage on-the-go consumers and daily commuters across Austin's busiest corridors and surrounding suburbs, according to a press release. Clear Channel Outdoor will manage and grow ad sales across 400-plus buses operating on 71 routes and 10 rail stations that together move more than two million monthly riders. Key components of the modernization strategy include: * Enhanced creative capabilities to support high-impact campaigns. * A robust transition and installation plan to ensure a seamless launch in 2026. "Our partnership with CapMetro will help brands connect in even more meaningful ways with Austin's vibrant and growing community," Michelle Costa, regional president, Clear Channel Outdoor, said in the release. CapMetro launches tap-to-pay fare system across all bus routes. CapMetro will introduce a Tap to Pay system on all its buses starting February 1, 2026. The new payment method will allow riders to pay fares by tapping a contactless debit or credit card, or using a mobile wallet such as Apple Pay or Google Pay, directly on the onboard fare validators. This change means customers no longer need to download an app or preload a fare card to board. Most major credit cards and banks will be accepted with the exception of American Express. According to CapMetro, this option is aimed at making boarding faster and more convenient for different groups of riders, including occasional users, local residents who prefer convenience, tech-savvy commuters who use their phone or smartwatch for payments, and visitors who may not be familiar with the local fare system. Samantha Baez, CapMetro's Chief Experience and Engagement Officer said: "The introduction of tap to pay on our buses is our latest step toward modernizing our fare payment system to improve the customer experience. We expect this contactless payment option on board will increase accessibility, reduce barriers, and make it easier for both locals and visitors to choose CapMetro." Tap to Pay is available only on CapMetro buses at this time. Customers using this feature will benefit from daily fare capping; they will not pay more than $2.50 in one day when using the same credit card or mobile wallet. Riders who qualify for discounted fares must continue using their Reduced Fare ID, the Umo app, or a reloadable fare card linked to their Umo account. Existing Umo customers are required to re-enter their payment details following a recent system update; however, those adding cash through the app or reloadable cards are not affected.
