Requirements
  • 3-5 years of skilled trade or engineering experience, including knowledge of roadway, structure, and bridge construction methods, materials, standards, and specifications.
  • At least 1 year of successfully leading and managing people.
  • Complete knowledge of the contract and the programs that drive the project, including MRP.
  • Working knowledge of state and federal safety, environmental, and EEO/DBE guidelines and regulations.
  • Working skill in operating computer equipment, software programs, and field inspection equipment.
  • Ability to provide technical supervision and leadership to other staff.
  • Ability to read and interpret roadway, bridge, and structure plans and contract specifications.
  • Ability to maintain detailed records and communicate effectively with agency and contractor personnel and the general public.
  • Ability to obtain Advanced Department of Transportation certification, or MOT certification in Canada.
  • Ability to operate heavy equipment as needed.
  • Valid driver's license with a good driving record.
  • Ability to recognize hazards in routine and non-routine tasks and adjust work methods to avoid loss, injury, or accidents.
  • Ability to reach, bend, squat, and walk; lift a minimum of 50 pounds; work over and around water, from heights, and in tight spaces.
Responsibilities
  • Manage day-to-day field operations to ensure contract standards are met cost-effectively, safely, and efficiently.
  • Hold overall responsibility for project operations and maintenance.
  • Verify work, interpret the contract, and give direction and advice on schedules and subcontractor work to Zone Superintendents.
  • Collaborate with the Project Manager to coordinate the development, implementation, and evaluation of a services plan consistent with client and contract needs.
  • Manage Zone Superintendents to ensure completion of condition assessments for pavements, signs, guardrails, bridges, vegetation, tunnels, and other contract requirements.
  • Direct and advise Zone Superintendents; determine whether self-performance or subcontracting is the best approach for bringing assets into contract compliance based on cost, timeliness, and efficiency.
  • Source and qualify new subcontractors.
  • Monitor operational and financial performance, conduct operational and financial analysis, and prepare performance information and recommendations for periodic reports to management.
  • Serve as a technical advisor to Zone Superintendents and subcontractors.
  • Review work schedules from Zone Superintendents, checking budgets, timelines, and safe operations, and brief the Project Manager on scheduled work after approval.
  • Inspect in-process work and review completed work with Quality Control to ensure compliance with contract requirements.
  • Act as a communication link between the Project Manager and operations personnel.
  • Ensure direct reports actively supervise, schedule, and evaluate personnel; coach direct reports on management techniques.
  • Obtain, inspect, and control fleet resources, including maintenance and fuel cards.
  • Manage, monitor, and control project assets and materials.
  • Ensure proper work reporting, timesheets, budgeting, and other systems; prepare reports and correspondence as necessary; and ensure MMIS data is accurate.
  • Review customer service logs with the administrator and ensure correct and timely resolutions.
  • Work in office and field environments in heat and cold while supporting 24/7 operations, including occasional holidays, nights, and weekends.
