Responsibilities
  • Provide vision, leadership, and direction to the University of British Columbia’s government and community relations strategy.
  • Provide strategic advice and counsel on the University’s interactions and activities related to government across all levels, especially in Ottawa.
  • Oversee the Community Relations unit and provide leadership and direction for its work plan.
  • Contribute to the strategic development and implementation of the External Relations mission, strategic initiatives, and fiscal framework.
  • Set strategic priorities on advocacy and policy matters with the President and senior team.
  • Develop and execute an integrated government function and strategic plan with local, provincial, and national impact.
  • Lead and coordinate government relations activities, initiatives, and tactics across all campuses.
  • Develop, plan, and direct strategies and programs that advance the University’s government relations profile.
  • Identify, facilitate, and foster mutually beneficial relationships between government officials and University representatives.
  • Build partnerships with industry and corporate interests to advance the University’s vision and strategies.
  • Position the University as a trusted advisor to government and support research, economic development, and evidence-based policy.
  • Keep Deans informed of University government initiatives and agendas and advise them on government engagement strategies for specific projects.
  • Initiate visits by government and industry officials to campus and create events, forums, and meetings with key leaders, faculty members, students, and departments.
  • Bring funding opportunities to the attention of relevant stakeholders.
  • Ensure University perspectives and priorities shape national and provincial advocacy efforts and sector communications.
  • Advise the President and administrative and academic leaders on emerging issues affecting the University.
  • Advance policies and positions aligned with the University’s mission and commitment to strong public policy.
  • Direct and lead the development, design, and implementation of the Community Relations strategic plan.
  • Cultivate, manage, and maintain strategic internal and external relationships to further the University’s mandate.
  • Identify and facilitate opportunities for the University in community-relations policy development.
  • Develop, plan, and direct strategies and programs that advance the University’s community-relations profile.
  • Provide strategic advice and leadership on University policy related to community relations.
  • Develop and implement a communication plan to engage and inform the internal and external University community.
  • Provide leadership and direction to staff.
  • Manage an annual budget of $1.4 million.
Desired Qualifications
  • Experience engaging with the federal government, including the Prime Minister’s Office, ministers, ministerial aides and offices, deputy ministers, and assistant deputy ministers.
  • Experience working with elected officials and civil servants, including the Premier, Premier’s Office, ministers’ offices, mayor’s office, and political staff.
  • An advanced degree in a related field, preferably Political Science, Public Administration, or Communications, or an equivalent combination of experience and relevant education.
  • Experience designing, shaping, and influencing public policy, preferably in the post-secondary or university sector, with particular expertise in federal government engagement.
  • Experience developing, coordinating, and facilitating forums that bring people together to discuss and debate important issues.
  • At least 5 years of experience in a senior management capacity in a complex environment involving many people with diverse skills and experience.
  • Excellent written and verbal communication skills.
  • Thorough understanding of government bureaucracy and protocols, and of evolving relationships among universities, government, and community relations.
  • Significant accomplishments in strategic positioning, reputation management, communications, marketing, and government or stakeholder relations.
  • Experience in the post-secondary sector, especially in research-based universities.
