Requirements
  • Must have at least an active Top Secret clearance.
  • A Master's or Doctoral degree in a related field and a minimum of ten years of experience in the respective technical or professional discipline, including at least five years in the Department of Defense.
  • Alternatively, a Bachelor's degree in a related field and a minimum of twelve years of experience in the respective technical or professional discipline, including five years in the Department of Defense.
  • Alternatively, a minimum of fifteen years of directly related experience with proper certifications described in the PWS labor category performance requirements, including eight years in the Department of Defense.
  • A minimum of ten years of Department of Defense acquisition program office experience is recommended.
Responsibilities
  • Assist in supporting, monitoring, and assessing prime contractor and major subcontractor systems design, development, integration, and verification activities.
  • Continually monitor and assess aircraft modernization efforts, including system schedules, performance progress, and resolution of technical problems.
  • Investigate and recommend appropriate action concerning redirected engineering efforts, additional lines of development, and compromises on previously established requirements when required.
  • Support development of avionics technical tasks for inclusion in the overall program schedule.
  • Support development of system requirements for inclusion in the program airworthiness certification plan.
  • Support development of system requirements for inclusion in the program Systems Engineering Plan.
  • Serve as an engineering team member on F-16 modification programs and provide technical advice and guidance to engineers, lead and chief engineers, program managers, and other program team members.
  • Support feasibility studies and technical evaluations to ensure systems, subsystems, and equipment are mutually compatible and meet operational and technical requirements.
  • Assess technical risks and recommend options for consideration by F-16 programs.
  • Support request for proposal development and evaluate contractor proposals for F-16 production and modification programs.
  • Assist with writing, assembling, and integrating technical requirements for requests for proposals, including System Requirements Documents, Statements of Work, Performance Work Statements, Statements of Objectives, Contract Data Requirements Lists, and DD Forms 610.
  • Evaluate F-16 weapon system contractor proposals for compliance with program requirements, including participation in source selections, technical evaluations, and fact-finding.
  • Interface with engineering, program management, and leadership personnel across the F-16 Division, Fighters Directorate, other Air Force Life Cycle Management Center directorates, headquarters, Air Force Research Laboratory, Air Force Materiel Command, Air Combat Command, Department of Defense, prime and subcontractors, and other government and private-sector organizations.
  • Support F-16 standing activities and organizations, including the F-16 Consolidated Board, F-16 JMCCT/B, F-16 Airworthiness Board, F-16 Configuration Review Teams, and F-16 System Safety Groups.
  • Support formal and informal F-16 program reviews and meetings, including risk assessments, requirements and design reviews, program management reviews, Management Action Team meetings, technical interchange meetings, and configuration audits.
  • For designated Foreign Military Sales positions, assist with preparing technical requirements for Letters of Request, Letters of Offer and Acceptance, and amendments, and assist line managers in resolving technical and schedule issues.
