- A university bachelor's degree in information technology, administration, management, or a related field is required.
- At least 20 years of project-management experience, including traditional, Agile, or hybrid methods and at least project-manager responsibility, is required.
- At least 15 years of information-technology experience is required.
- At least 15 years of experience developing project and portfolio management frameworks, directives, processes, and templates is required.
- At least 10 years of experience working within a project management office is required.
- Significant experience with project and portfolio management tools such as Project Server, Sciforma, Azure DevOps, or Jira is required.
- Proficiency with Microsoft Office, including Word, PowerPoint, Excel, and Visio, is required.
- Experience in change management is required.
- Excellent spoken and written French is required.
- The mandate requires drafting at least five project-management frameworks, including three for Quebec government ministries or organizations.
- The mandate requires establishing or improving the maturity of at least five project management offices.
- The mandate requires developing and implementing an IT portfolio, program, and project risk-management framework.
- The mandate requires developing and implementing a benefits-management framework covering indicators, monitoring, and accountability.
- The mandate requires applying Quebec government normative frameworks for information-resource management.
- Develop and implement governance and management frameworks for IT portfolios, programs, and projects.
- Define roles, responsibilities, governance, accountability, and decision-making processes within project-management frameworks.
- Establish or improve the maturity of project management offices.
- Develop and implement risk-management and benefits-management frameworks.
- Apply Quebec government frameworks for information-resource management.
- A certificate, DESS, or second-cycle qualification in project management is an asset.
- PMP, CAPM, PRINCE2, or Agile certification is an asset.
- Change-management certification such as Prosci or equivalent is an asset.
- Senior-level experience on strategic mandates in a comparable VP-IT or Santé Québec context is an asset.
- Knowledge of the healthcare sector or public sector is an asset.
- Experience in highly complex, multi-unit organizational environments is an asset.
- Knowledge of Azure DevOps is an asset.
- Knowledge of PMI, MSP, MoP, SAFe Lean Portfolio Management, or equivalent reference frameworks is an asset.
