Requirements
  • A Bachelor's degree in Public Health, Governmental Affairs, or Public Policy is required.
  • At least five years of specialized experience is required.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint, is required.

Responsibilities
  • Research, write, fact-check, edit, and revise science-based materials for the communications needs of the National Institutes of Health, the Office of Communications and Public Liaison, and diverse audiences.
  • Conduct research using background literature and source material to develop accurate written products.
  • Develop written assignments, including articles, research summaries, newsletter contributions, fact sheets, brochures, website content, and routine or special reports.
  • Work with National Institutes of Health editors and subject matter experts to identify interviewees.
  • Identify and pitch recently published National Institutes of Health-funded research studies for coverage consideration.
  • Attend scientific seminars and presentations related to assigned topics.
  • Conduct interviews with subject matter experts and provide notes or transcripts when requested.
  • Draft materials for editorial clearance, publication, and final dissemination.
  • Apply editorial standards and applicable style guidelines to each work product.
  • Address feedback from the National Institutes of Health clearance process by reworking, rewriting, and revising content.
  • Attend one or two staff or team meetings per week when requested, either in person or remotely.
  • Participate in strategy meetings for end-of-year summary publications and future calendar planning.
  • Maintain records of source material, interviews, drafts, and final products for archiving and compliance with applicable records statutes, regulations, and guidelines.
  • Read, review, and interpret scientific literature related to assigned topics.
  • Organize and express complex scientific concepts.
  • Complete and submit drafts and final products within specified deadlines.
  • Present information in a tone and style appropriate to each publication and its target audience.
  • Prepare written products for the general public, Congress, the media, industry, healthcare professionals, and other audiences.
  • Independently process Freedom of Information Act requests, including correspondence, memoranda, and document redaction.
  • Research, analyze, and evaluate data for information-request responses and write final response letters.
  • Write email responses to information requests from organizations and the public.
  • Manage the OER Freedom of Information Act email box.
  • Forward information-request responses to the appropriate person for response.
  • Research disclosure laws, regulations, policies, and precedents and document conclusions regarding release of requested information.
  • Apply the Freedom of Information Act, Privacy Act, Department of Health and Human Services Freedom of Information Act regulations, National Institutes of Health policy, and court decisions to information requests and appeals.
  • Review documents and responses for compliance with applicable acts, regulations, and policies.
  • Coordinate information requests with other offices and maintain appropriate case-file records.
  • Consult with the public, attorneys, management, and National Institutes of Health staff to resolve requests involving sensitive documents.
  • Analyze regulations, case decisions, policies, and procedures to determine whether private or confidential information can be released.
  • Participate in discussions with attorneys regarding responses to lawsuits over information requests.
  • Use automated tracking systems to monitor confidential-information requests and extract information from multiple sources for reports.
  • Draft weekly progress reports on assigned Freedom of Information Act cases and other activities.
  • Respond to inquiries about the formal release of documents.
  • Communicate with consumers, the public, or special interest groups on behalf of the National Institutes of Health.
  • Negotiate informal agreements and support formal agreements to resolve conflicts between requesters and information providers.
  • Assist requesters in formulating requests that satisfy their information needs.
