JBS breaks ground on Cactus beef plant expansion. $150M project includes a new state-of-the-art fabrication floor and an expanded ground beef room at the Texas facility. February 27, 2026 JBS USA officially broke ground Feb. 27 on a $150 million expansion project at its beef production facility in Cactus, Texas. JBS USA JBS USA, one of the world's leading food companies, officially broke ground Feb. 27 on a $150 million expansion project at its beef production facility in Cactus, Texas. The project, first announced a year ago, includes construction of a new, state-of-the-art fabrication floor and an expanded ground beef room, strengthening the long-term competitiveness of one of the company's largest and most important beef plants. This major investment is designed to increase operational efficiency, enhance production capacity and create new opportunities for cattle producers, customers, team members and the surrounding rural communities. Construction is underway, with expectation of being completed by early 2027. "This groundbreaking marks an exciting moment for JBS USA, our team in Cactus and cattle producers," said Wesley Batista Filho, chief executive officer of JBS USA. "The investment reflects our long-term commitment to the U.S. beef industry and the rural communities where we live and work. By modernizing and expanding our Cactus facility, we are ensuring that our business, and the thousands of families who depend on it, remain positioned for success now and in the future." The Cactus facility, located in the Texas Panhandle, currently employs more than 3,600 team members and partners with local cattle producers, purchasing approximately $3.3 billion in livestock annually. Elected officials say the reinvestment marks a major step forward for the region, highlighting its economic significance and benefits for Texas producers: "I commend JBS for their investment right here in Cactus," said state Rep. Caroline Fairly. "This transformational project sends a clear message that they believe in the Texas Panhandle, in our workforce and in the long-term future of this area. We are proud to see JBS continue investing in our community and in American agriculture." "I am grateful for the investment of an additional $150 million from JBS USA in Cactus, Texas, at their beef facility," said state Sen. Kevin Sparks. "The panhandle is proud to be a leading provider of beef in the United States, and upgrading this facility will help us continue that heritage while providing additional local jobs and food for our state and country." Moore County Judge Rowdy Rhoades applauded JBS's investment in the local community and its ongoing impact on Cactus residents: "The investment is about more than just expanded production capacity; it reinforces JBS's longstanding commitment to the people who call this community home. Through their Hometown Strong and Better Futures programs, they've partnered directly with community leaders to fund numerous local projects that our residents enjoy and benefit from, along with education opportunities for their employees and their families. This expansion builds on that momentum, ensuring that Cactus continues to thrive and remains a vibrant, resilient place." Beyond its facility upgrades, JBS USA continues to invest in rural communities like Cactus through its Hometown Strong and Better Futures programs. Since 2020, JBS has invested more than $11 million in Cactus community projects - including parks, enhanced local facilities, nonprofit support and affordable housing - while enabling more than 259 team members and their children to pursue tuition-free community college. Workers vote to strike at JBS Greeley facility. Union members at Colorado meat packing plant authorize a strike over unfair labor practices. Members of the United Food & Commercial Workers Local 7 union last week voted overwhelmingly to authorize a worker strike at the JBS USA meat packing facility in Greeley, Colo., over unfair labor practices. UFCW Local 7, the largest private-sector union in Colorado and Wyoming, represents around 3,800 workers at the JBS plant in Greeley, where the company also has its headquarters. JBS is the largest beef producer in the U.S. and the second-largest pork and poultry producer. According to UFCW Local 7, 99% of workers at the beef processing facility voted in favor of calling a strike over what they say is "the company's ongoing illegal conduct at the bargaining table and inside the plant." The union claims JBS is violating federal labor laws and preventing workers from "securing a fair contract. The prior four-year contract between JBS and UFCW Local 7 in Greeley expired in July 2025. That contract provided "some of the highest wages in the meat packing industry in the country," along with "robust safety protocols and training requirements," the company's news release said at the time. Leticia Avalos, a worker at the JBS facility, said, "We have been bargaining for eight months, and JBS has prevented us from reaching a contract as a result of their unfair labor practices. They continue to increase chain speeds and create dangerous working conditions, all while reducing hours for workers." Avalos maintains that a strike is the only option remaining. "This strike authorization is the direct result of JBS's unlawful and bad-faith conduct," said Kim Cordova, president of UFCW Local 7. "Over the course of bargaining for a new contract, the union has filed multiple unfair labor practice charges against JBS. These range from regressive bargaining, to threats to withhold a proposed bonus and lump sum pension payment if workers exercise their democratic right to strike, to illegal intimidation and retaliation against workers and bargaining committee members." The union said the timing of a strike has not yet been determined. Last February, JBS announced an expansion project at the Greeley facility to add a new distribution center that the company said would improve efficiencies and potentially result in increased future production capacity. The company is the largest employer in Weld County, according to the news release.
JBS USA closing case-ready plant in California. The workload is being transitioned to other JBS facilities. JBS USA will close a case-ready meat plant in Riverside California. According to a Worker Adjustment and Retraining Notification (WARN) notice filed with the state of California in early December, the closure will affect 374 employees, and the layoffs will be effective February 2, 2026. The notice showed that the plant is associated with JBS' Swift subsidiary. A spokesperson for the company said the planned closure is part of a strategic initiative to "optimize its value-added and case-ready business" and to "simplify operations across its network." The spokesperson said production for current customers will be transitioned to other JBS facilities, ensuring continuity of supply and service. That transition is already underway. "JBS is committed to supporting impacted team members through this transition. Opportunities will be made available at other JBS facilities, including relocation support for those interested. Team members who do not have the opportunity or desire to relocate are eligible for a 60-day notice period, and incentives will be offered to those who remain through the completion of the transition," the company stated. "The company remains focused on delivering high-quality products and dependable service while strengthening its operational footprint to meet evolving market demands." The closure of the Riverside plant comes at a time when JBS is in the process of building another plant. In October, JBS broke ground at the site of a future sausage plant in Perry, Iowa. That plant represents an investment of $135 million and the creation of 500 direct jobs. JBS earlier stated that it hopes the Perry plant will begin operations in late 2026. JBS-affiliated Pilgrim's Pride is also in the process of building a new prepared foods facility in Walker County, Georgia, which will produce a variety of fully-cooked chicken products. The company invested $400 in the project, announced in July. About 603 people will be employed at the Georgia plant, once it reaches full production. Operations there are expected to begin in 2027.
ANKENY, Iowa - JBS USA announced on Wednesday that it's reached an agreement to purchase a production facility in Ankeny that is expected to create roughly 400 jobs.
