  • Bachelor’s degree in Accounting, Finance, Human Resources, or related field.
  • Certified Payroll Professional (CPP) designation a plus.
  • 3+ years of experience in payroll processing and compliance, preferably in the construction industry.

Responsibilities
  • Ensure compliance with federal, state, and local payroll laws and regulations, including wage and hour laws, tax regulations, and apprenticeship contracts.
  • Maintain up-to-date knowledge of the Davis-Bacon Act and prevailing wage laws.
  • Monitor and enforce compliance with the Prevailing Wage and Apprenticeship (PWA) guidelines and ensure all project documentation and payroll records meet PWA standards.
  • Stay informed about the Inflation Reduction Act and its implications on payroll and wage compliance; implement necessary adjustments to payroll processes in accordance with the Act.
  • Manage and update apprenticeship pay rates for payroll processing.
  • Approve construction/field timesheets and address any timesheet discrepancies.
  • Follow applicable requirements regarding apprentice-to-journey worker ratios imposed by the approved apprenticeship program.
  • Conduct regular audits to ensure accuracy and compliance in payroll processes.
  • Work with subcontractors and project managers to verify and manage apprenticeship compliance.
  • Accurately process certified payrolls for all construction projects.
  • Ensure timely submission of certified payroll reports to the appropriate agencies.
