Requirements
  • Review & comment PFDs, P&IDs and discipline drawings to provide commissioning and start-up inputs & technical requirements
  • Define Systems and subsystems mark-up on PFD and P&ID
  • Ensures the implementation of the Completions Database Software, Philosophy and Team to facilitate Project Completion
  • Ensures that Commissioning, Startup and Two-Year Spares are adequate, acquired, received and inventoried ready for use
  • Determine the work prioritization and ensure that operability and maintainability aspects of the Complex are addressed at all phases and areas of the Complex (utilities, process, offsites, etc.)
  • Ensures that systems and subsystems necessary to facilitate and expedite timely PC&C activities are identified and utilized
  • Responsibilities include the generation of PC&C Procedures, Operations and Maintenance Procedures
  • At site PC&C Manager will manage the Commissioning and Startup Team in the Completion and Turnover of the Project to Company
  • Has signatory authority/responsibility for any work permits at site on behalf of the Contractor
  • Responsible for the PC&C work executed in the field as per the approved PC&C procedures
  • Ensures that the Training Plan is prepared and ready to complement the Company Training Plan and Objectives
  • Conducts the necessary Training Audits to ensure Company Operations and Maintenance Personnel are ready for Startup
  • Coordinates and monitors the selection, training and performance appraisal of manpower
  • Establishes and maintains effective operating shifts to ensure smooth running and efficient team operation
  • Closely monitors process performances and economics, initiating changes where necessary. Optimizes costs, chemicals and consumables
  • Liaises with the Company Commissioning Coordinator during the Engineering, Pre-Commissioning and Commissioning Phases
  • Bachelor’s degree or equivalent in (Chemical or Mechanical or Electrical or I&E) Engineering and/or Operational experience
  • Minimum of ten (10) years of experience in project/field services, preferably in Oil & Gas industry
  • Minimum of five (5) years of experience in plant operation
  • At least 8 to 15 years’ experience in plant operations or pre-commissioning, commissioning experience
  • Experience in Completions Database Management systems (i.e., EasyPlant, Zenator, ICAPS, WinPCS, etc.)
  • An understanding of applicable project standards that define the commissioning, completion and startup of industrial plants
  • Proficiency in MS Excel, MS Word, MS Project, MS PowerPoint
Responsibilities
  • Oversee pre-commissioning, commissioning, and start-up activities, including system handover, mechanical completion, functional testing, and performance validation
  • Ensure that all systems and equipment are tested, commissioned, and started up in compliance with project specifications, industry standards, and client requirements
  • Review and approve commissioning procedures, checklists, and documentation, including P&IDs, isometric drawings, and engineering deliverables
  • Monitor and optimize plant performance, costs, and consumables during the start-up phase
  • Organizes daily activities with Pre-commissioning team, assigning duty and responsibility on single equipment or total systems to be inspected and tested
  • Define the CSU sequences in coordination with construction and planning teams
  • Coordinates PC&C engineers assigned to the project in the preparation of Operating and Maintenance Manuals on all deliverables included in the Contractual Scope of Work
  • Implements and improves methods to enable detailed evaluation of throughput performance and cost optimization to meet project target
  • Develop the overall Commissioning and Startup logic to ensure a smooth turnover of all the systems from Mechanical Completion (MC) to Ready for Startup (RFSU)

Technip Energies wins two FEED contracts from SOGARA for Gabon refinery expansion

Technip Energies has been awarded two Front-End Engineering Design contracts by Société Gabonaise de Raffinage for its refinery in Port-Gentil, Gabon. The first contract covers debottlenecking the existing refinery, targeting key process units including a new kerosene sweetening unit and four storage facilities. The second contract involves designing a new modularised Hydrocracker Complex to significantly expand SOGARA's refining capacity, including a new marine jetty and offloading facility. Technip Energies will deploy its proprietary Steam Methane Reforming technology for hydrogen production. Both projects are designed to meet Africa 5 fuel quality standards, the continent's strictest specifications for sulphur content in transportation fuels. The award was recorded in Q1 2026 in the Technology, Products & Services segment.

Technip Energies nominates John O'Higgins as future board chair, adds Luc Rémont as director

Technip Energies has announced that John O'Higgins and Luc Rémont will be nominated for appointment to its Board of Directors at the 2026 Annual General Meeting. Current Chair Joseph Rinaldi will retire after five years, with O'Higgins designated to succeed him as Chair, subject to shareholder approval. O'Higgins currently chairs Elementis and serves as a non-executive director at Johnson Matthey and Oxford Nanopore Technologies. He previously led Spectris as CEO from 2006 to 2018. Rémont chairs Waga Energy and formerly served as Chair and CEO of EDF from 2022 to 2025. Francesco Venturini will not seek reappointment, with Rémont nominated to replace him. Both new appointees have been made Board Observers to facilitate transition before the 2026 AGM.
