Requirements
  • Bachelor’s degree in accounting, finance, information technology, financial system requirements and analysis, financial planning and reporting, auditing, or internal financial controls; at least three years of work experience in chargeback, utilization, and activity-based costing; U.S. Citizenship is required; must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word, Excel, PowerPoint) and related tools; ability to travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer; candidates must be eligible for a Facility Access Authorization (security clearance requirement); excellent oral and written communication skills.
  • Consecutive employment in a position with comparable responsibilities within the past five years (as stated in qualifications)
  • Experience with Federal Managers’ Financial Integrity Act (FMFIA) is preferred.
Responsibilities
  • Support requirements for Program Support and execute chargeback activities for an organization within the department; monitor cost of services and ensure compliance with the terms and conditions of the chargeback agreement; document financial issues affecting provider delivery of services; document and validate changes and amendments of the fee structure; recommend chargeback methodologies by service and work with leadership to monitor and make recommendations for improvements in cost tracking, reporting, and execution; lead chargeback rate development, rate analysis, and rate modeling; independently organize and direct complete chargeback studies including data collection and reduction and preparation of final reports; forecast fluctuations in future demand and predict future service consumption based on past services delivered and consumed; provide management support to collect, evaluate and test financial data for recurring departmental processes and reviews; summarize issues and findings clearly; conduct periodic reconciliation reviews of external interfaces to identify and correct data gaps, financial discrepancies and errors; work with IT systems to provide Enterprise Services staff support; provide acquisition support across bureaus with IT, financial management, human resources, program management, economic analysis, executive support and administrative support; advanced experience with Microsoft Office Word, PowerPoint, Excel, and Outlook; strong presentation skills and ability to communicate effectively orally and in writing.
Desired Qualifications
  • Experience with Federal Managers’ Financial Integrity Act (FMFIA) is preferred.

  • Advanced proficiency with Microsoft Office Suite beyond minimum requirements (Excel, Access, PowerPoint, Word, Outlook); proficiency with Adobe Acrobat, data analytic tools, and Visio; willingness to learn new tools.
