Mount Clemens selects Dallas-based firm to handle City Hall, water plant sales.

Mount Clemens selects Dallas-based firm to handle City Hall, water plant sales. PUBLISHED: August 18, 2026 at 5:40 PM EDT The Mount Clemens City Commission has chosen the world's largest commercial real estate firm to oversee the future use and redevelopment strategy of two of the city's most prized assets - City Hall along the Clinton River waterfront and the Water Filtration Plant on Lake St. Clair. At Monday's meeting, the commission unanimously voted in favor of having City Manager Gregg Shipman begin negotiations with Dallas-based CBRE, a Fortune 500 company that operates in more than 100 countries, to develop real estate advice and brokerage services for the two properties. CBRE was competing against Plante Moran Realpoint, a Southfield-based consulting firm, to find qualified developers interested in purchasing either or both municipal assets. Commissioners acknowledged both companies are well known and qualified in the real estate world, but decided CBRE would be less expensive to work with. "I'm glad we are in the position to have the No. 1 and No. 2 firms in the state, if not the Midwest, if not the in the country looking at our projects," said Mayor Laura Kropp. According to documents submitted by the two firms, CBRE would charge a base fee of $25,000 while Realpoint's would be $30,000. "Our role is to help Mount Clemens create a redevelopment strategy that reflects the City's vision, earns community support, attracts qualified development partners, and delivers lasting economic and community value for generations to come," CBRE said in background materials. Some of the company's past projects include redevelopments for Ann Arbor, Chicago, and Lago and Boca Raton in Florida. Official "annoyed" at tactics used by 2 firms. Mayor Pro Tem Laura Fournier said she was "annoyed" at various tactics the two firm engaged in, including Realpoint "not following directions" in initially failing to provide a fee structure. The company later complied. "I thought that was deliberate and was not in good faith," she said. Fournier expressed similar feelings for CBRE "for not giving us their best and final offer in their initial presentation." She said the firm was willing to reduce some of its fees in a follow-up communication. Although commissioners Jill Yore and Roxanne Brown voted for CBRE, each one said they had a "gut feeling" that Realpoint was "a better fit" and more accessible for the two projects. "CBRE could do it in their sleep, Brown said. CBRE, the number one real estate firm in Michigan, had $1.7 billion in total sales consideration in 2025, according to materials submitted by the firm. According to the selected firm, the existing City Hall site offers a "highly visible riverfront location adjacent to downtown, creating potential for residential-led mixed-use redevelopment that expands activity along the waterfront while supporting downtown businesses. It said the water plant property on Jefferson Avenue in Harrison Township is "a unique 11-acre lakefront redevelopment opportunity that could attract regional and national developer interest due to its size, frontage, and redevelopment potential." CBRE said some of the challenges involving the water plant property include the cost of construction, along with the surrounding demographics - which include Blue Sky Mobile Home Village and bars and restaurants - may limit developer interest. Other materials indicate the owners of the Blue Sky mobile home park "may be open to discussions regarding future land ownership," creating the potential for partnering the parcels for a broader redevelopment. Mount Clemens officials in 2025 agreed to purchase the Anton Frankel building at Main Street and Cass Avenue for $1.5 million and convert it into a new city hall along with a fire department, then leave the existing 66-year-old existing municipal building. Renovations are ongoing, with the city targeting early 2027 for occupancy. Likewise, city leaders is looking to shutter its decades-old water treatment plant and integrate into a regional one owned and operated by the Great Lakes Water Authority (GLWA). As part of the conversion plan to GLWA, Mount Clemens plans to build a new 2-million gallon storage tank, pump station, and two water mains to merge with GLWA, which provides drinking water to much of southeast Michigan. The existing building for the water plant is expected to be demolished in 2028.
