Requirements
  • Knowledge and experience in pre-contract and post-contract management under NEC3 or NEC4 ECC and procurement within the UK water, environment, and nuclear sectors.
  • Experience using Early Contractor Involvement or Early Subcontractor Involvement in design-and-build major capital programmes.
  • A Bachelor's or Master's degree qualification in Quantity Surveying.
  • Full membership of a chartered body such as RICS, or a substantially progressed route on an approved APC pathway.
  • Postgraduate experience in rail, nuclear, water, and/or environment sectors.
  • Line management and recruitment experience of Quantity Surveyors or Assistant Quantity Surveyors.
  • Knowledge and experience of CDM regulations.
  • Risk management experience.
  • A valid CSCS card.
  • Main contractor and/or joint venture experience working client-side.
  • Site presence and co-location for a minimum of three days per week.
  • Experienced user of the NEC3-4 suite of contracts, including Options A, C, and E.
Responsibilities
  • Deliver consultancy work with water companies or the Environment Agency in the Midlands area.
  • Use major-project experience and knowledge to drive efficiencies and effective supply-chain engagement and contract management.
  • Manage and administer NEC3/4 Options A, C, and E ECC contracts on the client side.
  • Control budgets.
  • Perform payment valuations and assist the Project Manager with payment certification.
  • Forecast actual costs and determine Defined Cost.
  • Establish and maintain productive, collaborative relationships with relevant internal and external stakeholders.
  • Maintain appropriate commercial records in line with contract requirements and oversee contractual issues.
  • Conduct feasibility studies and cost planning.
  • Prepare tender documentation.
  • Evaluate tenders.
  • Manage risk.
  • Manage and administer construction contracts after contract award, ensuring compliance with contract terms.
  • Control costs and perform valuations.
  • Evaluate and negotiate change orders or variations.
  • Manage claims and dispute resolution.
  • Prepare final accounts and conduct post-project evaluations.

Wiemelt brings over 35 years of leadership experience in the nuclear and energy sectors, with expertise in programme management, environmental remediation and strategic planning. Wiemelt previously served as Senior Vice President and General Manager at Jacobs, where she led the company's global Energy, Security and Technology business unit. In that role, she managed a portfolio exceeding $1.5 billion in annual revenue and over 8,000 employees worldwide. She has also served on numerous industry and corporate boards.
