Requirements
  • A bachelor's degree in a relevant field or equivalent work experience.
  • At least 5 years of experience taking government or enterprise software-as-a-service customers live and through adoption in professional services, implementation, training, solution consulting, or customer success.
  • Exceptional training and facilitation skills, including designing and delivering effective materials, engaging mixed agency audiences, assessing whether users can apply what they learned, and building internal champions who can support future staff training.
  • Experience driving voluntary adoption of a product or process inside an organization, including influencing users who are not required to change their behavior.
  • Experience working inside a city, county, or state agency.
  • Experience launching a new product or module into an existing customer base.
  • Subject matter knowledge of municipal permitting, planning, or licensing sufficient to judge whether a guide gives residents the right answer, establish credibility with a building official or planning director, and follow the conditional logic, eligibility rules, and fee calculations well enough to describe a needed correction.
  • Ability to use product and usage data to assess adoption, explain trends, and diagnose common launch barriers, including whether residents can easily access an agency's Permit Guides online.
Responsibilities
  • Own adoption across the full OpenCounter customer lifecycle so agencies launch well, keep staff engaged, stay current as the product evolves, and see enough ongoing value to renew.
  • Launch new agencies with the training, placement, and early follow-up needed for adoption to take hold.
  • Re-engage recently launched agencies to deepen staff use, close training gaps, and prepare for renewal.
  • Monitor mature accounts for renewal risk, usage signals, and opportunities to reinforce product value.
  • Review new features and changes before they reach production from the perspective of agency staff and residents.
  • Flag what will confuse users, create support load, or be hard to train, and distinguish a defect from a design concern when raising issues.
  • Confirm that new capabilities are explainable to an agency audience and identify the training or enablement material a release needs.
  • Give engineering feedback directly in the team's tracker and review cycle and remain available during release weeks.
  • Carry field observations of agency staff product usage back into the roadmap, including where users abandon a workflow.
  • Partner with Product Marketing on adoption and enablement material for the installed base.
  • Tag each agency with its launch cohort and log adoption and risk signals per account to build an early-warning record.
  • Travel to customer sites for launch training and business reviews.
  • Ensure Permit Guides can be easily found by the public and are advertised through multiple channels.
  • Train staff on features, meet regularly during the first six to nine months, set adoption standards for specific features, track usage, and work with agencies to meet those standards.
  • Improve first-year retention and assess whether accounts flagged as at risk remain customers at year end, with metrics defined with Finance.
  • Measure agency staff satisfaction after go-live training and again at the annual business review.
Desired Qualifications
  • A background in customer support or quality assurance, with the judgment to separate a product defect from a configuration gap or training gap.
  • Experience configuring or administering a permitting, licensing, or land management system.
  • Familiarity with Accela Civic Platform, Public Portal, or ACA, including how records move between a guidance layer and a system of record and where those handoffs break.
  • Experience driving adoption of an artificial intelligence-enabled product.
  • Ability to communicate product value to executive audiences by translating agency usage data into clear recommendations and renewal-supporting business outcomes.

Government software firm Accela acquires AI platform Civira. 15 July 2026 by Jonathan Andrews Accela has acquired AI platform Civira, adding artificial intelligence to the configuration and deployment of government software in a move designed to speed implementation and reduce costs for public agencies. Accela, which provides cloud-based software used by governments to manage services such as permitting, licensing, planning and code enforcement, said it will integrate Civira's AI technology across its platform to automate tasks including software configuration, documentation, scripting and ongoing maintenance. Civira develops AI tools designed specifically for government technology implementation. Accela said the acquisition will help agencies modernise digital services more quickly while lowering the total cost of ownership of its software. "Our customers shouldn't have to choose between modernising quickly and modernising affordably," said Noam Reininger, CEO of Accela. "Civira AI technology lets us compress implementation timelines and reduce the total cost of ownership of our solutions, so agencies can put modern digital services in front of residents faster." The company said the technology will be embedded throughout the implementation lifecycle, replacing much of the manual work traditionally involved in configuring government software while helping agencies maintain documentation as systems evolve. "We built Civira to take on the hardest, most time-consuming parts of bringing civic technology to life," said Aaron Williams, Founder of Civira. "Together, we can dramatically reduce the cost and effort of implementation and maintenance, and help governments realise the value of their technology investments far faster than before." The City of Bradenton, Florida, has launched Accela's ePermitHub Digital Plan Room, modernising its plan review and permitting processes. The system replaces a fragmented approach that required staff to navigate multiple systems and complete manual steps with a fully integrated digital solution. The city, serving approximately 58,000 residents, previously struggled with disconnected workflows that forced staff to move between systems and duplicate work.
