  • Bachelor’s degree in project management, public health, information systems, operations management or related field required.
  • Master’s degree or other related advanced degree in a related field preferred.
  • Minimum of 10 years of related experience leading data management projects with at least 2 years of experience working with public health data.
  • Expert knowledge of project management fundamentals, including the ability to develop and implement accurate work plans, schedules, staffing plans, and budgets, in an agile or iterative environment.
  • Proficiency in Smartsheet, Confluence, SharePoint and/or other project management tools and techniques.
  • Experienced in change management and risk management principles and processes.
  • Excellent communication skills with the ability to describe difficult technical problems and solutions to technical and non-technical teams.
  • Demonstrated experience developing and maintaining working relationships with internal and external partners and can effectively promote collaboration among differing viewpoints.
  • Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
  • Experience working in a virtual environment with remote partners and teams.
  • Proficiency in Microsoft Office.
  • Knowledge of data management, data governance and change management.
  • Project Management Professional (PMP) Certification or equivalent is preferred.
Responsibilities
  • Develop and maintain data modernization workplans, serving as the project manager to develop detailed project plans and timelines, as well as maintain project documentation including project charters, plans, status reports, and post-project evaluations.
  • Drive project deliverables to ensure they are within scope, deadlines, and budget.
  • Develop and execute supporting plans including data communication, data training, and the data modernization initiative (DMI) evaluation plan. Support execution of enterprise-wide data maturity assessment. Develop and conduct surveys and focus groups as needed to assist in assessment. Create an evaluation plan for data modernization impact analysis. Assist with implementation of the data maturity roadmap.
  • Establish measurable metrics to be used to evaluate DMI activities and impact.
  • Schedule and organize regular recurring meetings with internal and external data interest holders to review project progress, address any issues or concerns, identify data needs and gaps.
  • Schedule and organize data modernization advisory committee meetings.
  • Collaborate with DMI core team including (data governance manager, metadata specialist, data training and communication specialist, business process analyst) to execute DMI workplan. Work with business analyst and other stakeholders to implement and adopt change management strategies.
  • Define clear roles and responsibilities and ensure standards and best practices are followed.
  • Work with user community, technical teams and vendors to meet implementation timeline.
  • Document business practices and workflows, identify opportunities for improvement, support process improvement, discover issues and deliver improved value.
  • Effectively communicating insights and plans to cross-functional team members and management. Facilitate communication between project team members, business analysts, and stakeholders. Create dashboards and generate reports.
  • Develop and implement change management strategies and plans to support the successful adoption and implementation of data modernization transformational activities.
