Requirements
  • Minimum five (5) years experience in managing and facilitating interagency Discussion and Operations Based Exercises
  • Minimum five (5) years instructor experience
  • Minimum of five (5) years of relevant hard skills tactics experience
  • Must be a US citizen and possess or be able to obtain/maintain a TOP SECRET clearance
Responsibilities
  • Assist in the planning, organization, and instruction of personnel recovery tactics, techniques, and procedures.
  • Facilitate Operations-based Exercises in support of international security programs.
  • Facilitate Discussion-based Exercises to update and build plans and policies in support of international operations.
  • Review established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses
  • Plan, prepare, and organize course material for presentation to students in classroom instruction, practical exercises, as well as in field training exercises.
  • Coordinate the administrative functions associated with student records, instructor management, and course execution.
  • Evaluate training organization and implementation in order to ensure objectives and standards are met.
  • Continually assess and ensure exams and exercises are effective in enabling students to meet or exceed course standards and objectives.
  • Review and analyze trainee evaluations, feedback from other instructors, and personal observations; suggest the need for revision to course content and materials or instructional methods as necessary to improve the training curriculum effectiveness and quality.
  • Participate in curriculum revision and development.
  • Continually assess and ensure curriculum currency and relevance based on current operational environments and threat assessments.
  • Evaluate the impact of planned or projected changes in DS programs and associated training requirements on the existing content, materials, and methods used for personnel recovery training.
  • Assist instructors in other security related subjects.
  • Research and review current open source information related to Diplomatic Security.
  • Present personnel recovery briefings to a wide range or audiences.
  • Keep abreast of current techniques, methods, policies, and procedures for personnel recovery events.
  • Assist with the development and maintenance of policies and procedures for DS personnel recovery.
  • Serve as a subject matter expert for all personnel recovery tactics, techniques, and procedures as well as reporting criteria and standard operating procedures (SOPs).
  • Conduct operations risk management.
  • Provide assistance in conducting practical exercises.
  • Ensure training records are submitted in a timely manner.
  • Assist with Personnel Recovery Teams equipment inventory and maintenance.
  • Ensure optimum efficiency in the use of assigned resources.
  • Articulate instructional tasks and provide guidance on how to perform them; assist with performance evaluations
  • Maintain requisite levels of proficiency in all duty-related techniques and procedures.
  • Employee requires infrequent supervision and is expected to work independently according to established policies and accepted practice.
  • May be requested and required to participate in Proposal Support functions due to expertise
Desired Qualifications
  • Completion of a recognized instructor development training course
  • Bachelor’s or Associate’s degree or equivalent experience preferred
  • Advanced knowledge of security concepts, principles, and practices to provide basic and advanced training in the application of personnel recovery methods (from Additional Eligibility Qualifications)
  • Advanced knowledge of security programs, operations, and techniques, including terrorism and anti-terrorism operations, use of force, civil liability, and appropriate techniques, tactics, and procedures (from Additional Eligibility Qualifications)
  • Advanced knowledge of current protective security methods to provide instruction that is consistent with currently accepted methods and practices (from Additional Eligibility Qualifications)
  • Familiarity with the functions, responsibilities, and duties of Foreign Service personnel preferred (from Additional Eligibility Qualifications)
  • Intermediate knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness (from Additional Eligibility Qualifications)
  • Ability to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe manner (from Additional Eligibility Qualifications)
  • Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities (from Additional Eligibility Qualifications)
  • Skill in oral and written communications to present training to a variety of audiences (from Additional Eligibility Qualifications)
  • Ability to complete work requiring regular and recurring physical and mental exertion, long periods of standing, and irregular hours (from Additional Eligibility Qualifications)
  • Ability to work effectively in an environment that consists of numerous personnel, use of non-lethal projectiles (firearms), air assets (helicopters), pyrotechnics, and fast moving vehicles (from Additional Eligibility Qualifications)
