Specific Responsibilities
Leads organization and development of complex Federal proposal responses. Assumes responsibility for leading and ensuring proposal schedule, compliance, quality, production, and delivery. Follows up in a timely manner on proposal actions.
Facilitates strategy sessions and works with capture teams to develop solutions and identify strengths, discriminators, and proof points substantiating value.
Provides guidance to proposal teams from inception to completion.
Guides proposal teams in creation of orals presentations and coaches orals team to delivering highly rated presentations.
Maintains comprehensive knowledge of past successful proposal activity and uses Parsons’ repositories to identify past content potentially relevant to current proposal efforts.
Performs other responsibilities associated with this position as appropriate.
Professional Requirements
We’re looking for someone with strong, proven skills in the following areas:
Leading complex proposals for Federal Government customers
Developing proposal orals presentations and coaching orals teams
Coaching and preparing teams in responding to sample problems in real-time.
Familiarity with the FAR and contract terms and provisions and their application in proposals
Time and people management
Writing, editing, and document organization
Interpersonal communication
Customer service
Organization, conceptual thinking, and attention to detail
Effective collaboration and decision-making
Managing, organizing, and prioritizing multiple projects
What You Will Be Doing With Us
Lead development of compliant, comprehensive, and compelling submittals that are easy for evaluators to score
Manage, schedule, edit, and produce multi-volume Federal proposals
Lead the proposal team’s execution of Parsons’ proposal process, proposal content, adherence to requirements and format, and managing our proposal team’s activities create a winning submission
Lead proposal teams in an encouraging, diplomatic, and collaborative demeanor
Provide day-day leadership and direction of proposal resources with ability to communicate clearly with different groups and types of people
Demonstrate ability to run a discussion that is efficient and effective
Work collaboratively with capture manager and leadership to identify problems and risks and quickly mitigate them.
Maintain, adjust, and enforce a schedule for the proposal team
What We Need from You (Required)
Bachelor’s degree
8+ years of managing and writing/editing multi-volume proposals that have resulted in Federal prime-contract awards with values more than $50M
In-depth understanding of how to develop compelling and compliant Government RFI, RFP, RFQ, and other solicitation responses
Capable of facilitating strategy and storyboarding sessions
Experience developing proposal responses that include orals slides and video or live presentation· Multitasker and with strong organizational skill
Active security clearance, TS/SCI (or SCI eligibility) or higher clearance
Ability and willing to work in a SCIF environment
Ability and willing to travel 20%-30%
These Qualifications Would Be Nice to Have
Experience as a proposal orals coach
Experience leading FEDSIM proposals
Experience preparing proposal teams for responding to sample problems during orals
