Requirements
  • A Bachelor of Science degree in Computer Science, Information Technology, or a related field, or equivalent experience.
  • At least 5 years of enterprise-level Java application development experience, including experience as a hands-on programmer and software development manager.
  • Broad management knowledge to lead the department and advanced knowledge and skills within a specific technical or professional discipline.
  • The ability to translate complex technical requirements into functional software using best practices.
  • Expertise in Agile methods, including Scrum and test-driven development.
  • Experience with application architecture and making build, buy, and interface decisions.
  • Excellent verbal and written communication skills and the ability to work in self-managed and team-based Agile/Scrum projects.
  • Deep technical knowledge of Java-based web applications using web services, including REST, SOAP, service-oriented architecture, XML, and HTML.
Responsibilities
  • Manage developer activities to meet business needs and consistently deliver quality solutions on time, within budget, and within scope.
  • Work with internal customers to gather business processes and project requirements.
  • Drive the development life cycle from requirements analysis, feasibility estimates, design, coding, documentation, testing, implementation, and support.
  • Develop project plans, perform resource planning and scheduling, and manage development timelines.
  • Build and manage multidisciplinary software teams and oversee development processes using industry best practices.
  • Conduct design reviews and code reviews and mentor the software development team.
  • Support change management for software releases, application patching, and production configuration changes.
  • Manage multiple tasks and responsibilities in high-pressure environments and identify and resolve problems early to avoid cost and time impacts.
  • Oversee department expenses and budget planning.
  • Manage the team’s operational plans and measurable contribution to department, function, or office results.
  • Assign and distribute work.
  • Compile data to prepare budgets.
  • Make moderate process or system improvements to enhance performance in the job area.
  • Communicate within the job area and occasionally with external groups.
  • Ensure compliance with university policies and procedures within the job area and influence others to gain cooperation for policies, practices, and procedures.
  • Manage and supervise professional employees, ensure proper training, participate in hiring, firing, and promotion decisions, conduct performance reviews, and recommend salary reviews.
  • Complete technical assignments in addition to supervising others.
