Requirements
  • Proven experience delivering a programme of projects comparable in value to the role's annual £13 million budget.
  • Strong leadership skills and experience managing a team, preferably within a matrix organisation.
  • Ability to manage multiple projects simultaneously and under pressure.
  • Familiarity with industry safety standards and regulations.
  • A Bachelor's degree in engineering, construction management, or a relevant field, or suitable industry experience.
  • Project Management Professional certification or equivalent certification such as AMP PMQ.
  • Working knowledge of NEC3 and NEC4 contracts.
  • A full driving licence.
  • Knowledge of design areas, environmental requirements, highway construction and maintenance health and safety requirements, CDM, health and safety legislation, and Lean principles.
  • Competence in exercising duties under CDM.
  • An applicable CSCS Card.
  • Team leadership and management experience focused on driving performance and productivity.
  • Commercial understanding and budgetary control experience.
  • Experience coordinating interfaces with external resources.
  • Experience managing highways projects through the complete lifecycle.
Responsibilities
  • Deliver an annual programme of linear and street lighting asset replacement projects across the M25.
  • Lead a team of Project Managers and oversee approximately 60 projects annually.
  • Oversee projects through investigation, design development, construction, and handover.
  • Coordinate with contractors, stakeholders, clients, supply-chain partners, local authorities, statutory bodies, and internal delivery teams.
  • Maintain the monthly reporting schedule, identify owners for required inputs, and ensure timely, review-ready submissions.
  • Lead the AMFP and AAMR processes, ensuring interfaces, inputs, deadlines, and PDA team commitments are understood and achievable.
  • Ensure Project Managers attend monthly forecast meetings and provide robust programme-aligned updates.
  • Guide Project Managers on forecasting principles and ensure a consistent team approach.
  • Develop income and cost profiles and oversee and challenge Project Manager inputs.
  • Manage Project Managers through the gateway process to ensure governance compliance and consistent presentation packs.
  • Monitor Project Manager workloads and support project reallocations or additional support where appropriate.
  • Develop and maintain collaborative relationships with the Asset Team and internal and external stakeholders.
  • Maintain compliance with the DBFO contract, clarify team roles and responsibilities, resolve risks and issues, produce accurate reports, and maintain change-management records.
  • Identify and evaluate risks, issues, dependencies, and constraints, escalating and implementing solutions where necessary.
  • Provide visible safety leadership, ensure safety-performance levels are delivered, and promote behavioural safety across teams.
  • Maintain a strong safety culture within the team.
  • Ensure project requirements are understood and accounted for across Asset Delivery Managers, other teams, clients, and delivery partners.
  • Ensure portfolio projects comply with relevant laws, regulations, and company policies.
  • Prepare and present monthly portfolio-delivery reports to clients and senior leadership.
  • Complete one to two safety engagement visits per month and raise appropriate near-miss or good-practice reports.
  • Travel to other offices and depots on the network as required and attend periodic night-shift site visits.
Desired Qualifications
  • A minimum HNC/HND or equivalent in a mechanical and electrical, civil engineering, or other construction-based discipline.
  • Broad knowledge and understanding of other design areas.
  • Understanding of environmental requirements of schemes.
  • Experience coordinating interfaces with external resources.
  • Strong communication and stakeholder-management skills.
  • Strong customer focus with a service-delivery mindset.
  • Proactive problem solving, presentation, team-building, prioritisation, relationship-building, resilience, and adaptability.
