Milken Institute report outlines five models to close $200B annual disaster resilience funding gap

The Milken Institute has released a report identifying financing pathways for climate resilience investment as global disaster losses exceed $200 billion annually over the past decade. Produced with Marsh, the report proposes five models to mobilise private capital for community resilience, including stakeholder-driven community plans, revolving loan funds, and resilience bonds. The research highlights a widening protection gap, with uninsured losses now representing over half of total disaster losses worldwide. Last year's LA Fires caused between $76 billion and $131 billion in economic losses, leaving seven in 10 survivors displaced over a year later. The report emphasises collaboration between public and private sectors, noting that early insurer engagement is essential. One model is already being considered for Altadena's rebuild following the fires.
