Requirements
  • Graduation from ENSM / École Nationale de la Marine Marchande.
  • Experience as a ship's master or chief officer, ideally on cable-laying vessels or in a similar maritime transport position, with 15 to 20 years of experience.
  • Solid knowledge of maritime regulations.
  • Proficiency with OCS HR is appreciated.
  • Fluency in French and English, both spoken and written.
  • Rigor, autonomy, adaptability, availability, and interpersonal ease.
Responsibilities
  • Supervise the team responsible for crew rotations.
  • Ensure that vessels are adequately crewed in terms of headcount and qualifications while respecting established budget limits.
  • Ensure the consistency and balance of resources and skills available aboard vessels, considering regulatory requirements, customer needs, and operations.
  • Monitor French seafaring personnel levels and implement recruitment, training, and promotion policies.
  • Actively participate in the recruitment of seafaring personnel.
  • Evaluate crew performance.
  • Manage relationships with manning agencies, including contracts, key performance indicators, and audits.
  • Update and monitor crew-related dashboards.
  • Prepare statistics and studies needed for decision-making concerning personnel management.
  • Participate in studying, deploying, and improving the department's information systems and crew-data management systems.
  • Contribute to establishing annual budgets and conducting cost analyses.
  • Coordinate with payroll, accounting, business units, and the quality, health, safety, and environment service regarding crew administration, vessel operations, staffing and qualification needs, invoices, functional requirements, and corrective actions.
  • Serve as substitute for the Crewing Captain / Director of Armament.
