Requirements
  • A master's degree in social work, human services, healthcare, or a related field is required.
  • Three to four years of experience designing, managing, and/or delivering human, housing, benefits-navigation, and/or healthcare services to high-acuity populations is required.
  • Demonstrable experience exercising leadership, tactful communication, conflict resolution, and effective engagement techniques in dynamic settings while promoting an inclusive environment for diverse populations is required.
  • Highly proficient professional computer skills, including Microsoft Word and Excel, are required.
  • Strong organizational, writing, and communication skills are required.
  • Organized, proactive project and operational management capabilities are required.
  • CPR certification is required and may be obtained upon hire.
  • Completed tuberculosis screening is required and may be obtained upon hire.
  • Three work-related professional references are required, including at least two from a manager or supervisor.
Responsibilities
  • Act in accordance with Victory Programs, Inc.’s Standards of Excellence and Philosophy of Care, maintaining professional ethics, boundaries, client confidentiality, and a strengths-based approach.
  • Manage all facets of day-to-day service delivery and member engagement activities while ensuring compliance with contractual requirements.
  • Supervise, direct, train, and evaluate direct-service staff, including three case managers and the Peer Recovery and Reentry Specialist.
  • Manage the development and implementation of social, clinical, and housing services, including individualized service plans, case management, resource navigation, advocacy, and overall service delivery.
  • Oversee the formulation of behavioral and social support plans.
  • Lead ongoing training and staff development, manage staff schedules, and facilitate resource allocation to ensure uninterrupted coverage, program delivery, and high-quality services.
  • Coordinate with Human Resources on training and staff development for public health, housing, and human-service professionals assigned to the Boston Living Center.
  • Oversee intake, eligibility determination, new-member orientation, and navigational assistance functions.
  • Manage the timely collection, accuracy, and integrity of data relating to member utilization of programs and services.
  • Review and maintain accurate notes, program files, incident reports, and client files in compliance with applicable requirements.
  • Develop and facilitate coordinated interdepartmental and interagency referral systems, including warm referrals and periodic follow-up.
  • Convene and co-facilitate joint case conferences and other coordination mechanisms.
  • Support the planning, curriculum development, and implementation of peer-support groups in accordance with evidence-based practice.
  • Design and coordinate culturally accessible community education, engagement, and outreach efforts.
  • Use trauma-informed practices to lead conflict resolution, client stabilization, and coordination of complex cases with the Program Director.
  • Develop and institute policies, procedures, and best practices for human-service delivery with the Program Director.
  • Collaborate on member special events and coordinate staffing support for meals programs, social events, and workshops.
  • Provide regular individualized supervision of assigned staff and periodic group supervision as assigned.
  • Represent the organization in community settings, public meetings, and community events as assigned.
  • Attend weekly staff and team meetings, in-service training, and agency workshops.
  • Represent the agency in program events, State House rallies, fundraising activities, and advocacy events.
  • Perform other duties or tasks requested by the supervisor.
Desired Qualifications
  • Eligibility for LCSW or LICSW licensure or a relevant human-services license.
  • Two years of supervisory experience.
  • Fluency in Spanish.
  • Knowledge and understanding of HIV/AIDS, housing, harm-reduction principles, public-health best practices, and/or housing best practices.
  • Demonstrated ability to work successfully in multicultural settings with diverse client groups.
  • Experience working with diverse and disenfranchised populations in a community or milieu setting.

BOSTON, MA - June 22, 2026 Victory Programs (VPI), a recognized leader in innovative housing, health, and recovery services for individuals and families, today announced the acquisition of a 10-bedroom residential property, located at 16 Williams in Brookline. Situated in a walkable neighborhood near public transit, local schools, and retail services, the property will anchor an expansion of Victory Program's family supportive housing program. "We're excited to embark on this critical project to improve public health and offer compassionate pathways to housing stability for families," announced Sarah Porter, President and CEO of VPI. "Upon completion, the project will create the dignity, encouragement, and tangible anchors of hope necessary for families to successfully realize long-term stability. The program, a cornerstone of VPI's investments in preventing family homelessness, will provide stable, dignified housing and supportive services to mothers undertaking the complex family reunification process with their young children, strengthening family cohesion.
