Job Summary:
Provides task-specific, program and technical support to the Postal Inspection Service’s Technical Services Unit. The Body Worn Camera will be responsible for implementing and supporting the Inspection Service’s Body Worn Camera program.
Essential Functions and Responsibilities:
- Program Administration: Assist BWC Program Manager with all aspects of the nationwide BWC Program, including the implementation, deployment, and maintenance of BWC equipment as well as personnel training and support. Work with stakeholders to ensure BWC Program operates in alignment with agency business and operational practices, to include employee onboarding, offboarding, policy alignment and creation/revision of BWC standard operating procedures. 
- Digital Evidence Management and Compliance: Manage the secure storage, access, and retrieval of BWC records, ensuring data accuracy, integrity and privacy. Monitor and ensure compliance with legal and regulatory requirements for data storage, retention, and disposal. Support USPIS Office of Counsel with any requests for BWC records, following agency guidelines and ensuring timely and accurate handling. Create Evidence.com accounts and assign proper roles/permissions for users.
- Technical Support and Maintenance: Maintain equipment inventory, registration, distribution, and assignment of BWCs into appropriate systems. Maintain an inventory of BWC equipment, tracking repairs, replacements, and upgrades. Troubleshoot technical issues with BWC hardware, software and network, coordinating with vendors, IT and users, as needed, to resolve issues promptly.
- Technical Liaison: Serve as a technical liaison with vendor(s) regarding contracting, equipment, software, support, upgrades, troubleshooting and issue resolution. Serve as a technical liaison with agency personnel regarding programmatic service delivery. Be technically knowledgeable regarding agency systems, hardware, software and services. Be technically knowledgeable regarding acquisition procedures, processes and timelines. Keep updated on technology developments in BWCs, recommending upgrades or changes as appropriate. Serve as a point of contact with USPS network stakeholders.
- Training and Support: Develop and deliver training programs and training resources for personnel on BWC usage, policy compliance, and data management. Serve as a point of contact for all BWC-related inquiries, providing guidance and support to ensure proper usage and handling. Partner with vendor(s) to support instructor and user training. Coordinate with the field divisions to support agency BWC Trainers.
- Policy Development and Reporting: Collaborate with stakeholders to develop, review, update and enforce BWC policies to reflect best practices, procedures and legal requirements. Prepare reports on BWC program usage, compliance, and performance, providing insights and recommendations to leadership. Monitor and report on BWC performance metrics, identifying areas for improvement.
Minimum Qualifications & Skills:
- Bachelor’s degree from an accredited college or university or demonstrated relevant work experience as required by assigned project or initiative. Substantial experience managing or supporting a BWC program at a law enforcement agency is highly desired.
- Demonstrated subject matter expertise working within a BWC program for a law enforcement agency with a large geographic area of responsibility and a complex operational scope.
- Demonstrated knowledge of and skills using Axon Enterprise, Inc. products and associated software, accessories, and supporting products.
- Demonstrated knowledge of and skills using Ericsson Cradlepoint products, including wireless edge routers to connect critical devices and applications anywhere using cellular, wired, and satellite links; and, with NetCloud Manager, associated software, and accessories and supporting products.
- Demonstrated knowledge and ability to manage sensitive law enforcement data in a cloud hosted enterprise information system. Specifically, importing, downloading, categorizing, reassigning, reviewing, redacting, retaining, exporting, sharing, purging and/or deleting digital records.
- Experience developing policy related to the use of BWC and digital evidence management systems.
- Ability to communicate orally and in writing at a level of proficiency sufficient to effectively convey technical equipment guidance and instruction to agency personnel.
- Exceptional interpersonal skills, ability to establish and maintain excellent working relationships with law enforcement personnel at all levels, peers, managers, other agencies, and external vendors.
- Demonstrated ability to utilize various computer hardware and software applications, such as Microsoft Office suite products, spreadsheets, and databases.
- Ability to evaluate program performance, forecast needs, and coordinate hardware and software upgrades as needed.
- Ability to plan and carry out tasks and projects to completion within reasonable specified time frames without immediate supervision.
- Ability to provide reports and briefings to USPIS Management as required.
