Requirements
  • U.S. citizenship is required.
  • An active Top Secret clearance with Special Access Program/Sensitive Compartmented Information eligibility is required.
  • At least three years of experience as a Facility Security Officer or Alternate Facility Security Officer in the defense industry is required.
  • Completion of the Defense Counterintelligence and Security Agency Security Training, Education, and Professionalization Portal Facility Security Officer Program Management Curriculum is required.
  • Strong experience with Defense Information System for Security, National Background Investigation Services, National Industrial Security System, and Electronic Questionnaires for Investigations Processing is required.
  • In-depth understanding of the National Industrial Security Program Operating Manual, Foreign Ownership, Control or Influence, International Traffic in Arms Regulations, and related government standards is required.
  • The ability to interpret policy and develop effective security plans is required.
  • The ability to manage complex or sensitive communication situations is required.
  • The ability to stand, bend, and move throughout the facility during audits and inspections is required.
Responsibilities
  • Lead the Industrial Security Program and serve as the primary contact with the Defense Counterintelligence and Security Agency.
  • Ensure compliance with the National Industrial Security Program Operating Manual and other federal regulations.
  • Manage personnel security clearances through Defense Information System for Security, National Background Investigation Services, and Electronic Questionnaires for Investigations Processing, including onboarding, briefings, debriefings, and continuous vetting.
  • Maintain the Facility Security Clearance and support Key Management Personnel requirements.
  • Oversee classified material receipt, storage, transmission, and destruction while maintaining accurate accountability records.
  • Administer physical security systems, including access control, alarms, and secure storage areas.
  • Prepare, issue, and maintain DD Form 254 for contracts and subcontracts.
  • Conduct annual self-inspections and prepare for Defense Counterintelligence and Security Agency vulnerability assessments.
  • Develop and deliver security training, including initial briefings, annual refreshers, and insider threat awareness.
  • Report security incidents, suspicious contacts, and foreign travel according to applicable guidelines.
  • Support Contractor Special Security Officer duties and ensure compliance with Department of Defense Special Access Program and Intelligence Community requirements.
  • Support standard operating procedures, Operations Security plans, Program Protection Plans, and transportation plans.
  • Assist with classified accountability, Top Secret control, and DD Form 254 documentation.
  • Investigate and document security incidents, implement corrective actions, and provide follow-up training.
  • Participate in program and staff meetings and teleconferences as needed.
  • Perform additional duties in partnership with the Contractor Special Security Officer as assigned.
Desired Qualifications
  • Industrial Security Professional certification or ASIS Certified Protection Professional certification.
  • Experience as a COMSEC Custodian or Insider Threat Program Officer.
  • Strong judgment and the ability to work independently and within compliance frameworks.
  • Excellent written and verbal communication.
