Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Ability to use a computer to communicate via email.
  • Proficiency in Microsoft Office products and related tools and technology required for the position.
  • Bachelor’s degree in a relevant field of study.
  • Eight years of relevant experience in accounting or auditing.
  • Knowledge of Federal Government and Department of Energy accounting policies and procedures.
  • Knowledge of Federal Acquisition Regulations and the Department of Energy Federal Acquisition Regulation Supplement.
  • Proficiency with Microsoft Office tools.
  • U.S. citizenship.
  • Work products must be thorough, accurate, appropriately documented, and compliant with established criteria.
Responsibilities
  • Complete post-payment invoice reviews consistent with Finance procedures and processes.
  • Assist with Richland Operations Office and Office of River Protection internal control testing required by Office of Management and Budget Circular A-123.
  • Coordinate with the Contractor Oversight Team Lead, Contractor Industrial Relations Team Lead, and other contractors to ensure timely resolution of assessment results.
  • Assist with preparing independent financial and labor-related assessments focused on compliance requirements, including planning, scheduling, and coordination of reviews.
  • Conduct contractor labor floor checks to test the reliability of employee time records, verify that employees are at work and performing in assigned job classifications, and confirm that time is charged to the proper cost objective.
  • Complete at least 15 Office of Management and Budget Circular A-123 internal control reviews and report results in the format and quality required by Finance.
  • Present draft independent reviews, assessment plans, and audit results to the Finance Division, and ensure review plans and activities meet established milestones.
  • Perform unannounced contractor labor floor checks as part of a team based on contractor risk analysis and approved Finance lines of inquiry, carry out required activities, and deliver draft reports to the Finance Division.
  • Conduct floor checks at the Hanford Site, including reviews during off-shift hours when required.
  • Assist in developing financial and labor-related assessment plans, conduct review activities, and deliver draft reports and presentation materials to the Finance Division.
  • Provide results of financial and labor information analysis.
