Financial Manager, Senior
The Opportunity:
The right mixture of great ideas and funding can create change. In a complex organization, allocating funding to where it can be most effective can be challenging. That’s why we need you, a financial analyst who can easily navigate the requirements, policies, and regulations that govern funding, to make sure our Navy resources can make the most impact.
As a financial analyst on our team, you’ll create a financial management strategy to help the client’s team succeed. You’ll work with acquisition management professionals to develop an actionable plan for your client to secure the funding needed to achieve their goals.
Using your knowledge of laws, regulations, and policies, you’ll help your client develop well-formed requirements. Once the funding is in place, you’ll make sure the funding is used efficiently through consistent tracking and communication.
You will maintain up-to-date spend plans and update cash, obligation, and expenditure phasing plans. You’ll prepare Direct Cite Authorizations (DCA) in preparation for contracts at performing activities. You’ll review initial statements of work provided by performing activities to ensure appropriation and funding accuracy. You’ll prepare, analyze, and update budgetary documentation, including budget change proposals, congressional briefing packages, budgetary reclamas, and impact statements to support inputs into executive and departmental budgets, as well as Financial Management & Budget (FMB) budget exhibits. You’ll track and analyze issues as reflected in PBIS. You’ll prepare and maintain Program Objective Memorandum (POM) briefing packages. You’ll generate and review funding documents and update and maintain data in financial databases and applications. You’ll prepare initiations, commitments, obligations, and expenditures reports. You’ll provide initial execution data, analysis, and updates in support of data calls and program reviews.
