Responsibilities
  • Develop and maintain effective working liaisons and relationships with governmental, legislative and citizen constituents.
  • Promote and facilitate positive public relations.
  • Provide cooperative and customer-oriented responses and information to legislators, board members, citizens, private industry and local officials in transportation matters.
  • Serve and participate with state, national, local and legislative committees and task forces to address problems, share resources and represent VDOT.
  • Provide advisory services to Executive Management on financial management matters.
  • Assure VDOT programs and operations are in compliance with federal and state policies, laws, regulations and guidelines.
  • Monitor and review legislation and reports on impact to VDOT and other transportation stakeholders.
  • Enhance or develop, implement and enforce VDOT policies and procedures by way of systems that will improve the overall operation and effectiveness of the organization.
  • Oversee the essential and accurate development of the Commonwealth Transportation Fund Six-Year Financial Plan, annual budgets, development of the Six-Year Improvement Program, Revenue and Cash Forecasting, the financial plan for Interstate 81 Corridor Improvement Program, and all debt financing for the Commonwealth Transportation Board.
  • Ensure adequate funding and resources are available to support VDOT's needs by providing guidance in developing agency budgets.
  • Ensure Transportation Commissioner is informed of budget related issues.
  • Conduct budget reviews with Executive leadership team.
  • Partner with VDOT’s Audit and Compliance Office and the Office of the State Inspector General regarding risk and audit findings.
  • Review effectiveness and efficiency of programs and operations and modify or implement policies and procedures for improved transportation services and administration.
  • Perform special tasks and research, oversee special projects and programs, and represent VDOT in a variety of settings at the direction of the Transportation Commissioner.
Desired Qualifications
  • A combination of training, experience, or education in Public Administration, Business Administration or related field desired.
  • Leadership experience in the transportation industry or state government.
  • Progressively responsible experience in a senior management position.
  • A history of high-level negotiations or mediation.
  • Progressively responsible experience in executive level management of a diverse financial and business program to include supervision of managerial, professional and technical staff members.
