Requirements
  • An active Top Secret SCI clearance is required.
  • A bachelor's degree from an accredited college or university is required.
  • At least 15 years of experience, equivalent to GS-13/GS-14, in Emergency Services and Chemical, Biological, Radiological, and Nuclear defense operations across a full-spectrum threat environment is required.
  • Broad expertise in corporate processes, policies, and programs, including expert knowledge of Global Force Management policies, guidance, and strategies, is required.
  • Demonstrated knowledge and working experience with the Department of Defense 5000 series acquisition lifecycle and the Joint Capabilities Integration and Development System process are required.
  • The ability to write executive-level Air Force documentation, including Department of the Air Force Instructions, Bullet Background Papers, and executive briefings, and lead cross-functional working groups is required.
Responsibilities
  • Coordinate, consolidate, develop, and maintain Chemical, Biological, Radiological, and Nuclear Defense governance and programmatic documents, action-plan recommendations, task and inquiry responses, and issue-resolution action plans under Air Force A4C program management oversight.
  • Provide detailed updates to leadership and stakeholders by participating in meetings and forums and coordinating, consolidating, developing, and delivering or presenting meeting materials, including slides, after-action reports, and minutes.
  • Develop and advocate for Department of the Air Force capability needs across Chemical, Biological, Radiological, and Nuclear Defense science and technology initiatives under Air Force A4C program management oversight.
  • Attend Department of the Air Force Joint Integrated Concept Team meetings alongside government representatives for the Assess RN, Assess CB, Understand, Protect, and Mitigate operational elements.
  • Provide expert analysis and recommendations on Chemical, Biological, Radiological, and Nuclear Defense modernization issues to government representatives supporting Joint Capabilities Integration and Development System analysis.
  • Assist in managing and overseeing Air Force interests through all phases of the Department of Defense acquisition lifecycle for four major Joint Chemical, Biological, Radiological, and Nuclear Defense Programs before equipment fielding.
  • Maintain a web-based collaboration tool to maximize community awareness of key Air Force Chemical, Biological, Radiological, and Nuclear acquisition information.
  • Develop, schedule, orchestrate, and execute senior-executive-level working groups supporting Office of the Secretary of Defense Chemical, Biological, Radiological, and Nuclear modernization and acquisition efforts under Air Force A4C oversight.
  • Prepare briefings, Bullet Background Papers, and associated documentation supporting working groups, Integrated Product Teams, and tiger teams analyzing Chemical, Biological, Radiological, and Nuclear requirements and acquisition programs.
  • Assist government representatives in ensuring Air Force Chemical, Biological, Radiological, and Nuclear equities are accurately captured in Department of the Air Force, Joint, Department of Defense, and North Atlantic Treaty Organization planning and programming documents.
  • Coordinate and collaborate across the Department of the Air Force enterprise to advocate for Air Force equities throughout Joint and Office of the Secretary of Defense-led Chemical, Biological, Radiological, and Nuclear defense research, development, and acquisition phases in accordance with the Joint Capabilities Integration and Development System process and Department of the Air Force vision, mission, and goals.
Desired Qualifications
  • Prior experience working on the Air Staff, Major Command, Joint Staff, or Office of the Secretary of Defense levels.
  • Deep familiarity with Air Force Civil Engineer mission areas, organizational constructs, and readiness programs.
  • Experience managing and administering online collaboration tools such as SharePoint, Microsoft Teams, or Confluence to facilitate multi-agency information sharing.
  • Completion of Defense Acquisition University coursework or certifications in Requirements Management, Systems Engineering, or Program Management.
