Requirements
  • 5+ years direct experience working with subrecipients as they carry out infrastructure, economic development, and community projects.
  • 5+ years developing procedures for, and implementing, CDBG-DR-funded projects with direct experience in providing training and technical assistance.
  • 5+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation, including strong understanding of regulations found at 24 CFR 570, 2 CFR 200, associated disaster recovery Federal Register Notices, and associated HUD guidance.
  • 1+ years’ experience independently researching regulatory questions and developing policy memoranda.
Responsibilities
  • Support overall management of subrecipient agreements, including tracking, invoice review, management, coordination, and technical assistance.
  • Develop and/or refine written products, policies, procedures, and tools for grantee program implementation and design.
  • Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Davis Bacon, Duplication of Benefits, etc.) and translating them into the implementation of the programs.
  • Provide subject matter and operations expertise in disaster recovery program design and implementation, as well as pre-disaster risk mitigation measures.
  • Work as part of a team providing expert services to support disaster recovery efforts
  • Provide training and technical assistance on a wide range of disaster recovery topics (housing, infrastructure, economic revitalization, planning, administration, financial management, etc.)
  • Help implement CDBG-DR and CDBG-MIT funded programs.
  • Provide advisory and consulting services to clients through training sessions and one-on-one conversations.
