Requirements
- A preferred four-year degree relating to engineering technologies, or an equivalent combination of education and experience.
- At least 8 years of related experience and training.
- A proven record of military and commercial marine program management.
- Sound knowledge of the marine construction industry.
- Ability to set tasks for self and others.
- Ability to listen to staff and customers and act appropriately.
- Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
- Ability to check own work.
- Must be at least 18 years of age at the time of application.
- Must be able to provide proof of United States person status.
- Must have no felony convictions for theft, deception, or violent crimes within seven years from the disposition date.
- Must have no felony convictions for drug crimes within three years from the disposition date.
- Must be willing to submit to a drug screen.
- Must be willing to submit to a background check.
Responsibilities
- Support the Program Manager as the point of contact with the customer for all issues.
- Manage customer relationships and report to customers in accordance with the contract.
- Manage Prime and Subcontractor relationships that exist.
- Assist Business Development with the preparation of assigned proposals.
- Ensure all bids and proposals are accurate, compliant, competitive, and executable.
- Manage contract administration, specifications, drawings, and regulatory requirements.
- Manage program resources to ensure all team members are fully utilized.
- Develop and maintain program resource-demand forecasts.
- Identify and mitigate program-specific risks and maximize program opportunities.
- Review estimates for accuracy and support labor estimates, material estimates, and make-or-buy reviews.
- Coordinate with the change-management team to execute changes supporting program requirements.
- Manage procurement, order placement, on-time delivery, supplier performance, and supplier quality assurance for materials and equipment.
- Identify and resolve material and equipment issues.
- Oversee design to ensure compliance with specifications and regulatory requirements.
- Support the Estimating Business System initiative in response to request-for-proposal or request-for-quotation requirements.
- Ensure bases of estimate comply with Defense Federal Acquisition Regulation Supplement Cost Estimating System Requirements.
- Exercise full discretionary authority to assign work.
- Exercise full discretionary authority to correct and discipline employees, recommend pay increases, transfers, promotions, and discharges, and process grievances.
- Liaise with all levels of the organization, Supervisor of Shipbuilding representatives, Navy and United States Coast Guard program offices, the American Bureau of Shipping, other government agencies, and customers.
- Travel up to 20% of the time.
