OSINT Collection Requirements Manager

As an OSINT Collection Requirements Manager, you will plan, craft, and manage OSINT collection requirements (CR) in collaboration with all intelligence disciplines, ensuring organization information needs are met. You’ll identify collection and reporting gaps and create new standing and ad-hoc requirements as required. You’ll craft, manage, and update collection posture, collection strategy, and collection assessments. You’ll participate in joint exercises which may require travel and working off-set hours. As required, you will represent the client’s Collection Management section’s processes and procedures at staff meetings.
You will create and manage OSINT collection requirement using OSCAR-MS. You’ll create and manage CRs to support the OSINT collection strategies that answer Requests for Information (RFIs), Priority Intelligence Requirements (PIRs), Information Needs (INs), and any other source of intelligence need. You’ll create, manage, and validate collection strategies that answer RFIs, PIRs, INs, and any other source of intelligence need. You’ll maintain a presence within OSAR-MS, CRATE, and COLISEUM to provide for RFI management.
You will review, validate, and manage RFIs within COLISEUM and determine if the RFI can be fulfilled with current collection assets under a standing CR or requires CR creation. You’ll monitor all standing CRs for expiration and re-validation and determine if the CR is a time-sensitive, ad-hoc requirement or standing requirement to support an ongoing crisis or operation. You’ll anticipate potential future requirements that will need to be developed by phase.

You Have:
8+ years of experience with intelligence at the Joint, ACOM or ASCC, Corps, or theater staff level
3+ years of experience with intelligence requirements management
Experience preparing new or revised collection requirements documents for validation across all multi-INTs, including MASINT, HUMINT, GEOINT, SIGINT, or OSINT
TS/SCI clearance
Bachelor’s degree
Nice If You Have:
Experience developing and coordinating new or improved collections requirements management techniques, functional specifications, and program evaluation approaches
Knowledge of Joint, Corps, and Theater ISR assets, capabilities, and tasking and employment
Knowledge of OSAR-MS, CRATE, and COLISEUM databases
Possession of excellent verbal and written communication skills, including confidently interfacing with leadership
Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
