  • A bachelor's degree or higher in Civil, Environmental, or Biosystems Engineering, or a closely related discipline.
  • A Tennessee Professional Engineer license, or the ability to obtain licensure within a reasonable timeframe.
  • At least 10 years of experience in environmental compliance, permitting, and water resource engineering.
  • Demonstrated experience interpreting and applying environmental regulations, including the Clean Water Act and state-specific permitting frameworks, on transportation or infrastructure projects.
  • Established professional relationships with Tennessee regulatory agencies, municipal governments, and county authorities.
  • Proven leadership experience mentoring and developing junior engineering staff.
Responsibilities
  • Lead environmental planning and permitting efforts for complex transportation and infrastructure projects, integrating water resource considerations.
  • Interpret and apply local, state, and federal environmental regulations to ensure compliance throughout project lifecycles.
  • Advise and support municipalities in developing and implementing environmental policies, technical standards, design manuals, and procedural guidelines.
  • Oversee quality assurance and control for technical deliverables, including engineering reports, permit applications, and design documentation.
  • Develop and manage scopes of services, budgets, invoicing, and financial forecasting for water resource and environmental projects.
  • Provide technical mentorship, training, and performance oversight for junior and mid-level engineering staff.
  • Lead client engagement and business development initiatives, including proposal preparation, relationship management, and strategic growth planning.
