  • Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Planning, or a job-related field -WITH- three (3) years of professional job-related experience.
  • -OR- Master’s degree can count for one year of experience.
  • -OR- Seven (7) years of professional job-related experience in the management of technical projects/programs and strategic planning may substitute for the required education.
Responsibilities
  • Support the Program Manager in managing housing programs, ensuring regulatory compliance, and timely goal achievement.
  • Conduct research and analysis to contribute to housing plans and policy development, including Fair Housing Initiatives.
  • Lead meetings with stakeholders and the public, offering guidance and responding to program-related inquiries.
  • Act as a liaison and staff support for the Affordable Housing Advisory Committee, as required by statute.
  • Prepare communications and policy documents.
  • Monitor fiscal and program progress of grant-funded activities, identifying issues and recommending improvements.
  • Review financial reports and gather required documentation for federal, state, and internal reporting systems.
  • Communicate regularly with stakeholders to collect and compile data for quarterly and annual reports.
  • Assist with budget adoption and fiscal adjustments using county financial systems and procedures.
  • Process and review applications for downpayment, repair, rehabilitation, and other loan-based assistance programs.
  • Evaluate loan applications by analyzing ownership, credit, assets, liabilities, home equity, and property appraisals.
  • Review contractor documents and ensure compliance with technical provisions and cost eligibility.
  • Coordinate with legal, financial, and title professionals to ensure proper documentation and program delivery.
Desired Qualifications
  • Master’s degree in Public Administration, Business, Finance, Planning, or a job-related field.
  • Two (2) years of federal or state grant experience, to include those working with or administering housing grant programs such as HOME or SHIP.
  • Proficient in federal, state, and local grant requirements with the ability to interpret complex regulations and apply them effectively.
  • Skilled in leading high-priority, time-sensitive projects, managing multiple tasks independently, and working collaboratively with diverse stakeholders.
  • Capable of educating others, fostering professional relationships, and producing clear, concise reports and policy documents.
