Requirements
  • Bachelor’s degree in Finance, Accounting, Business, Economics, or a related field. Equivalent experience will be considered.
  • 5-10 years of experience in federal pricing, cost analysis, or government contracting finance.
  • Expertise in developing pricing models and cost strategies for federal contract proposals.
  • Strong understanding of federal procurement regulations, contract types, and cost structures.
  • Proficiency in Excel (Advanced), Deltek Costpoint, ProPricer, or similar pricing tools.
  • Experience with labor rate analysis using FPDS, GSA Schedules, and market intelligence tools.
  • Excellent analytical, financial modeling, and risk assessment skills.
  • Strong written and verbal communication skills for developing cost narratives and justifications.
Responsibilities
  • Lead the development of cost proposals for federal government solicitations, including RFPs, RFIs, and task orders.
  • Develop detailed pricing models, cost narratives, and justifications to ensure compliance and competitiveness.
  • Analyze solicitation requirements, Basis of Estimate (BOE) development, and cost structure optimization.
  • Prepare fully compliant cost volumes, pricing tables, and cost/pricing narratives for government submissions.
  • Conduct pricing-to-win (PTW) analysis based on market research, competitor pricing, and historical cost data.
  • Work with capture and proposal teams to develop pricing strategies that balance competitiveness and profitability.
  • Develop labor rate analysis using benchmarks from FPDS, GSA Schedules, and other federal pricing sources.
  • Provide recommendations on cost strategies, subcontractor pricing, and direct/indirect rate structures.
  • Utilize financial models and cost estimation tools to develop pricing for different contract types (Firm-Fixed-Price, Time and Materials, Cost-Plus).
  • Ensure all pricing complies with federal acquisition regulations (FAR/DFARS) and Cost Accounting Standards (CAS).
  • Collaborate with finance and accounting teams to ensure indirect rates, overhead, and G&A structures align with company objectives.
  • Monitor compliance with the Truth in Negotiations Act (TINA) and assist in preparing cost audits.
  • Work closely with Business Development, Capture, and Proposal teams to align pricing strategies with win themes.
  • Coordinate with subcontractors and teaming partners to ensure competitive and accurate pricing submissions.
  • Prepare executive-level pricing briefings and risk assessments for leadership review.
  • Develop and maintain pricing databases, cost templates, and historical bid data for future proposals.
Desired Qualifications
  • Experience supporting cost proposals for DoD, DHS, GSA, HHS, or other federal agencies.
  • Knowledge of small business set-aside pricing strategies (8(a), SDVOSB, HUBZone, WOSB).
  • Familiarity with federal contract vehicles (IDIQs, GWACs, BPAs) and their pricing structures.
  • Understanding of Cost Accounting Standards (CAS) and DCAA compliance requirements.
  • Certified Pricing Professional (CPP) or APMP certification is a plus.

James Vant appointed CEO of cybersecurity firm XLA

XLA, a cybersecurity and data management provider serving the US federal government, has appointed James Vant as chief executive officer. Vant previously served as president of eTelligent Group and held senior leadership roles at Octo, an IBM company, where he managed profit and loss responsibilities and led strategic integration efforts. The Vienna, Virginia-based company provides cybersecurity, data analytics, technical solutions and international programme support services to federal agencies.
