Position Objective:
Provide leadership and assist with providing oversight and primary support to the Director, Health Services inmanaging all aspects of the Occupational Health Services (OHS) provider of medical services to Metro-NorthRailroad employees at three (3) facilities: Grand Central Terminal – New York City, Croton Harmon – Croton onHudson, and New Haven – Connecticut. Direct all aspects of Reasonable Accommodation requests under theAmericans with Disabilities Act (ADA) for Metro-North employees, including initiating requests, acting as the pointperson during the interactive process, and partnering with various partners (Labor Relations, Diversity/EEO,Legal, OHS, etc.) and organizational leaders to fairly evaluate requests and render decisions. Provide directsupervision of the Human Resources Business Partner – Case Management team responsible for the monitoringof MNR employees absent due to Occupational or Non-Occupational injury/illness in accordance with MNRpolicies and operating procedures that govern their medical requirements to remain out of work through to theirreturn to work.
Responsibilities:
- Primary support to the Senior Director, Health Services, in managing the OHS provider for MNRemployees to access medical services at three (3) facilities – Grand Central (NYC), CrotonHarmon (Croton on Hudson), and New Haven (Connecticut) in accordance with MTA/MNRpolicies. In the absence of the Senior Director, Health Services, the Director will represent the Departmentat required meetings and events as necessary.
- Manage the entire Reasonable Accommodation process, including initiating and receivingemployee requests, reviewing the request and medical documentation, evaluating the feasibilityof requests, and rendering decisions, while ensuring the interactive process is adhered to.Partner and coordinate with OHS physicians, Department leaders, Human Resources BusinessPartners, Legal, Diversity, Labor Relations, and others as needed throughout the process.
- Provide direct supervision of the Human Resources Business Partner – Case Management teamresponsible for the monitoring of MNR employees absent due to Occupational or Non-Occupational injury/illness in accordance with MNR policies and operating procedures; whilecollaborating with OHS Case Manager and MNR Operating Departments, HR, Claims, Safety,Legal, Labor Relations, etc.
- Ensure that all medical examinations conducted are in accordance with MNR delineated medicalguidelines, physical abilities testing, job description, and policies and procedures that govern allsuch examinations.
- Provide support for all audits conducted in OHS - FRA, MTA HQ, and MNR’s Internal Control –including records review, providing reports, liaising with Operating, Human Resources and other departments.
- Assist with the development, coordination, planning, and evaluation of health services eventsthroughout the MNR territory, such as blood drives and the annual flu vaccination program.
- Serve as Domestic Violence Agency liaison for MNR to meet the needs of employees who areseeking specific services as an identified victim of domestic violence in accordance with MTA AllAgency Domestic and Gender Based Violence and the Workplace Policy # 11-084 and New YorkState Office for the Prevention of Domestic Violence.
- Manage the process of securing clean and accessible lactation rooms on MNR propertiesthroughout the territory for nursing mothers to express milk in accordance with New York StateLabor Law Section 206-C and MTA All Agency Lactation Policy # 11-089.
- Provide responses to requests from Human Resources, Legal, Claims, and Labor Relationsdepartments regarding employee records, depositions, OHS files, etc.

Required Qualifications:
Required Knowledge/Skills/Abilities:
- Must have experience administering human resources programs with ability toeffectively manage multiple responsibilities simultaneously within limited specifictime frames.
- Strong working knowledge of corporate organizational structures and their functionswith a broad perspective of resources-staffing needs and employee development.
- Knowledge of relevant state and federal laws and regulations affecting related HRActivities.
- Knowledge of labor agreements and related human resources laws.
- Effective verbal and written communication, negotiation and conflict managementskills.
- Proven ability to build effective partnership relationships with department heads andmanagers.
- Proven ability to take initiative and be proactive, with the ability to identify and anticipatedepartment needs and recommend solutions.
- Proven ability to interact with managers and employees at all levels in theorganization and to work as part of a team.
- Demonstrated proficiency in PeopleSoft (8.8 or above) or a similar HRIS systemrequired; and Microsoft Office Suite or comparable applications, i.e., Word, Excel,PowerPoint, and Outlook; and TEAMS, ZOOM or similar virtual platforms.
- Proficiency in and/or ability to learn analytical and/or quantitative skills.
- Strong interpersonal and customer service skills.
- Strong attention to detail, organizational and planning skills.
- Knowledge of health-related terminology and practices.
- Familiarity with medical and/or occupational health settings.
- Ability to maintain confidential information.
- May need to work outside of normal work hours
- Travel may be required to other MTA locations or other external sites
Required Education and Experience:
- Bachelor’sDegree inArts/Sciences(BA/BS)in Human Resources, Business Administration, or a health-related field.Demonstrated equivalent experience, education, and/or technicalcredentials, including four (4) years of related experience, may beconsidered in lieu of a degree.
- Minimum 7 years of related experience administering and interpreting related companypolicies, procedures, laws (ADA, FMLA, etc.)
- Minimum 5 years of managing staff, programs, and/or business processes
Preferred Education and Experience:
- Experience working in a medical and/or occupational health setting.
- Have attained, or in the process of attaining, an advanced Degree in HumanResources, Business, or a health-related field.
- Have attained, or in the process of attaining, certification as a Professional inHuman Resources (PHR) or Senior Professional in Human Resources (SPHR).
