Requirements
  • A bachelors degree in Business Administration with 15 years of experience, or a minimum of 20 + years of work related experience in lieu of a degree.
  • At least 15 + years of demonstrated experience providing analysis, project plans and POAM’s.
  • At least 15 + years of demonstrated experience in establishing goals, objectives, and policies.
  • At least 15 + years of demonstrated experiencing developing significant portions of mission and vision statements, policy, or requirements statements or documents.
  • At least 7 years of demonstrated experience as a primary or secondary author of mission and vision statements, policy or requirements statements or documents, or operating concepts in the IC or DoD.
  • At least 7 years of demonstrated experience as a quality control expert, with proven experience writing, interpreting, applying policy and guidance.
  • Strong project management skills

Responsibilities
  • Supports the Office of the CDO in areas, such as: policy, data literacy, data integrity, data standards, emerging Data Officer training requirements, metrics, reporting, and other CDO related topics, as required.
  • Provides senior program and project management support to include development and maintenance of SOP’s and Plans of Actions and Milestones (POAMs); as required.
  • Design, develop and implement organizational performance metrics to measure and report on progress against policy, plans and data literacy training goals and objectives.
  • Target and facilitate partnerships and relationships with internal and external entities to advance CDO objectives.
  • Assist in the creation and update of CDO strategies and policies.
  • Support discussions at internal and external meetings and participate in targeted issue or theme-specific activities related to strategic initiatives, CDO strategic transformation activities, strategic communication, or representation.
  • Support the CDO by facilitating and leading data related meetings both internal and external to NGA, to include our IC and DoD mission partner’s; to include preparing and disseminating briefings, meeting minutes, or follow-up actions.
  • Conduct focused analysis and assessments that support both NGA and CDO “data centric” strategies.
  • Assist the CDO staff with the management of Data Management Programs to include the NGA Data Registry (NDRY), Data Management Plans (DMP’s) and the Enterprise Metadata Governance Platform project that support the Data Management Framework.
  • Maintain and organize the Chief Data Officer’s SharePoint site on both the COE and SBU networks to ensure logical organization of all information that is both accessible to all of NGA and also CDO internally managed information.
  • Assist with NCERTS Taskers to include creation, submissions, tracking submissions, tracking submissions, consolidating, compiling, and reporting results and feedback to leadership.
  • Assist with Weekly Activity Reports to include creation, submissions, tracking submissions, and consolidating, compiling, reporting to leadership.
  • Assist with creating, writing, and finalizing documentation for communications and publications regarding what the CDO is doing; outside and inside the CDO’s office, to include internal and external CDO partners to include working with NGA’s communications division (OCC).
