Requirements
  • Bachelor’s degree in Computer Science, Engineering, Business, or a related field (or equivalent experience)
  • 10+ years of experience supporting technical software or web-based product development
  • 6+ years of experience as a Product Manager or Product Owner for digital products
  • Experience launching multiple products or major features, including ongoing optimization and improvement
  • Experience working on large, cross-functional initiatives in complex, policy- or data-driven environments
  • Proven experience using user research, customer feedback, and performance data to guide product decisions
  • Experience working with distributed or remote teams is a plus
  • Strong understanding of human-centered design and its integration with Agile delivery
  • Solid working knowledge of software development lifecycles and Agile methodologies
  • Demonstrated thought leadership in modernizing digital products or platforms
  • Excellent problem-solving, communication, and consensus-building skills
  • Ability to synthesize and reconcile competing priorities and stakeholder perspectives
  • Proficiency with Jira and Confluence
  • Excellent communication and collaboration skills
  • Clearance and Location Requirements: Must be able to obtain and maintain a Public Trust clearance; Must reside in and be authorized to work in the United States; candidates in the DMV area preferred; All work must be performed within the United States
Responsibilities
  • Lead cross-functional teams to define, prioritize, and deliver product features and enhancements aligned with business objectives, user needs, and technical constraints
  • Apply user research, usability findings, analytics, and stakeholder input to inform product decisions
  • Act as a strong advocate for end users, ensuring their needs are clearly understood and reflected in product requirements
  • Work with Business Analysts to translate product vision and feature ideas into clear, actionable requirements, including user stories, acceptance criteria, and definitions of done
  • Manage prioritization within an evolving roadmap, balancing near-term delivery with long-term strategy
  • Partner closely with the Product Owner to support backlog refinement and prioritization
  • Work day-to-day with Agile teams to develop, iterate, and refine product capabilities
  • Actively participate in Agile ceremonies, including sprint planning, standups, reviews, and retrospectives
  • Monitor delivered functionality and quality, proactively identifying issues and driving resolution
  • Ensure alignment across internal teams and external stakeholders through clear communication and expectation management
  • Establish and maintain product roadmaps, timelines, and release plans aligned with stakeholder needs and program goals
  • Continuously assess risks related to scope, dependencies, technical feasibility, and resourcing
  • Work with leadership to identify and remove delivery barriers, including technical or process challenges
  • Coordinate across UX, Engineering, and Business teams to ensure appropriate staffing and sequencing of work
  • Define and track success metrics, Key Performance Indicators, and outcomes to measure product effectiveness and user impact
  • Use data and feedback to guide continuous product improvement
  • Ensure delivered solutions align with target architecture, technology strategy, and long-term maintainability
  • Promote a culture of continuous improvement, learning, and quality
