- At least eighteen years of age.
- Perform preventive maintenance on equipment at RSB central office, remote, DLC, and colocation sites.
- Conduct advanced OTDR traces and fiber characterization.
- Install and troubleshoot basic voice, data, and video services and customer premises equipment, including residential gateways and routers.
- Manage data entry tasks, including updating trouble tickets, orders, and timesheets.
- Serve as a subject matter expert in operating, maintaining, troubleshooting, and repairing RSB central office, remote, DLC, and colocation equipment.
- Support RSB engineering projects, including installing GPON cards, turning up new access gear and splitters, upgrading ONTs, and working on equipment upgrades.
- Assist Network Operations with troubleshooting, isolating, and resolving operational and hardware issues related to RSB central office, remote, DLC, and colocation equipment.
- Support the development of Operations Service Technicians on the team.
- Use sight, speech, hearing, comprehension, and reasoning continuously or near-continuously as required by the role.

He replaces the retiring Brian Stading May 20, 2026 Fiber optic provider Lumos has announced the appointment of Scott Mispagel as its new CEO. Mispagel takes over effective immediately from Brian Stading, who announced his retirement earlier this year. The two will work together over the coming weeks as part of the transition. Mispagel most recently served as senior vice president of national engineering & operations at Frontier Communications. During this stint there, he helped Frontier build out its fiber footprint to more than 10 million locations. He spent close to nearly 13 years at Frontier and also previously held leadership roles at Windstream and GTE. "Lumos has built something truly special. A strong company with a talented team, a clear vision for growth, and a deep commitment to the customers, partners, and communities it serves," said Mispagel. "I'm honored to join Lumos at such an exciting time. The opportunity ahead is tremendous, and I look forward to working with this exceptional team to continue delivering world-class fiber infrastructure to the communities we connect." He joins Lumos a year after the company was acquired by US carrier T-Mobile, as part of the telco's plans to bolster its fiber presence. T-Mobile acquired Lumos as part of a JV with EQT Infrastructure. It represents a change in leadership since Stading was appointed CEO of Lumos in 2022. "Scott is an accomplished and highly respected industry leader with a proven ability to scale organizations, drive operational excellence, and build high-performing teams," said Stading. "As Lumos enters its next phase of growth, I'm confident Scott's leadership experience and strategic vision make him the ideal person to guide the company forward. Lumos, a fibre optic internet provider, has appointed Scott Mispagel as chief executive officer, succeeding retiring CEO Brian Stading. Mispagel brings over 20 years of telecommunications experience to lead the company's next growth phase. Most recently, Mispagel served as senior vice president of national engineering and operations at Frontier Communications, where he oversaw delivery of more than 10 million fibre passings and managed multi-billion-dollar capital investments. He previously held leadership roles at Windstream and GTE. Stading, who led Lumos since 2022, expanded the company's fibre footprint and established a partnership with T-Mobile. Lumos provides 100% fibre optic internet across the Midwest and eastern United States as part of T-Mobile Fiber Home Internet.
Lumos CEO Stading retiring in march. Lumos, a High Point fiber broadband company owned by T-Mobile, said CEO Brian Stading will retire at the end of the first quarter. The company's board is undertaking a CEO search "for the company's next phase and continued growth," spokesman Casey Angel said. As part of the transition, David Smith was promoted to chief operating officer and Josh Mayn is now chief network officer, overseeing engineering planning, construction and field operations. Smith has worked for the company for 13 years. "Lumos's strategy, operations, and growth plans remain unchanged," Angel said. "We have a strong and experienced leadership team and remain focused on delivering reliable, quality broadband service and continuing to invest and expand fiber access to meet growing connectivity needs." Bellevue, Washington-based T-Mobile joined with Swedish private-equity firm EQT to buy Lumos for $2 billion in 2024. EQT had acquired the former North State Telephone in High Point in 2020 and merged it with Waynesboro, Virginia-based Lumos. Stading joined Lumos in 2022 and led a rapid expansion of broadband access, overseeing nearly 700,000 home passings. He previously was chief operating officer of Ziply Fiber in Washington state. While Lumos operated in two states in 2022, it now has operations in 10, including Illinois, where it launched service last fall. "It has been my privilege to be part of this journey and I'm proud of what this team has accomplished together," Stading said. "I look forward to watching the company continue to grow, innovate, and deliver for customers and communities for years to come." T-Mobile has launched its fiber service after acquiring ISP Lumos, initially serving 500,000 households in the Eastern US. The company aims to expand to 12-15 million households by 2030. T-Mobile Fiber offers speeds up to 2 Gbps, with plans starting at $75/month for 500 Mbps and $90/month for 1 Gbps, with discounts available for T-Mobile voice line customers. This service complements T-Mobile's 5G Home Internet, which has nearly 7 million users.
A day later, the FCC approved T-Mobile's deal to buy the fiber operator Lumos.
