Requirements
  • A Bachelor's degree or equivalent education and experience from an accredited college or university in Computer Science, Software Engineering, or a related field.
  • Six years of experience in data engineering, cloud platforms, or artificial-intelligence-driven data processing, including two years in a technical leadership role.
  • Proficiency in SQL, Python, and/or Scala for data transformation.
  • Experience with big-data frameworks such as Hadoop, Spark, Databricks, or Flink.
  • Experience with Azure Data Factory, AWS Glue, or Google Dataflow.
  • Knowledge of real-time data-streaming technologies such as Kafka, Kinesis, or Pub/Sub.
  • Experience with data governance, security, and compliance frameworks.
  • Knowledge of artificial intelligence, machine learning, and data-automation strategies.
  • Ability to design and implement high-performance, scalable data solutions.
  • Ability to lead cross-functional technical teams and collaborate with executive leadership.
  • Knowledge of cloud-based and hybrid data architectures.
  • Experience with cloud-native data architecture, DevOps, and enterprise analytics enablement.

Responsibilities
  • Provide technical and strategic leadership for the County's data-engineering function.
  • Oversee the design, development, and delivery of scalable data systems and services.
  • Define engineering standards and lead complex cross-functional projects.
  • Ensure the reliability, performance, security, high availability, scalability, and fault tolerance of enterprise data systems and pipelines.
  • Lead implementation of real-time, streaming, and event-based data architectures.
  • Support data operations through monitoring, logging, and automated incident management.
  • Enforce data governance, access control, privacy compliance, and data-quality standards in pipeline delivery.
  • Ensure efficient onboarding of new data sources, systems, and applications.
  • Collaborate with DevOps teams to implement continuous integration, continuous delivery, and observability pipelines.
  • Maintain operational readiness through automated recovery and version control.
  • Support data enablement across analytics, dashboards, and artificial intelligence platforms.
  • Oversee data-workflow orchestration across cloud and on-premises environments.
  • Implement observability through metrics, logging, and alerting frameworks.
  • Drive automation of recurring workflows and code-deployment processes.
  • Define strategies for cost management, resource optimization, and scaling of cloud data services.
  • Coordinate with cybersecurity and IT operations on platform compliance and patching.
  • Lead vendor and tool evaluations to improve engineering efficiency and system reliability.
  • Guide containerization, Infrastructure as Code, and platform-provisioning strategies.
  • Manage risks associated with data latency, accuracy, and source-system instability.
  • Support internal audits and compliance assessments related to data workflows.
  • Design technical architectures for enterprise data pipelines, storage, and integrations.
  • Partner with Data Architects to define shared schemas, domain models, and frameworks.
  • Lead architectural reviews and guide the selection of tools and design patterns.
  • Architect solutions for distributed, hybrid, and cloud-native data platforms.
  • Evaluate new technologies and approaches for machine-learning operations, streaming, and open-data sharing.
  • Ensure interoperability between data systems, applications, and public-facing services.
  • Drive modularization and reusability of components across departments.
  • Contribute to enterprise blueprints, roadmaps, and modernization initiatives.
  • Align data architecture with digital, accessibility, and equity goals.
  • Guide technical solutioning in strategic cross-agency data collaborations.
  • Define and enforce data-quality standards, validation frameworks, and quality-assurance practices.
  • Build automated systems for anomaly detection, metadata validation, and lineage tracking.
  • Guide root-cause analysis and long-term resolutions for recurring data issues.
  • Promote test-driven development, continuous integration and delivery, and code-review best practices.
  • Drive adoption of monitoring tools to proactively detect and resolve pipeline issues.
  • Ensure systems meet County standards for privacy, accessibility, and resilience.
  • Lead retrospectives and continuous-improvement initiatives across the engineering lifecycle.
  • Optimize performance of data flows, batch processes, and analytics queries.
  • Reduce manual dependencies through automation and workflow refactoring.
  • Evaluate team tools and recommend improvements to increase velocity and quality.
  • Provide day-to-day technical leadership and mentoring to data-engineering staff.
  • Coordinate team assignments, project planning, and workload balancing.
  • Guide onboarding of new team members and support training across tools and platforms.
  • Foster a team culture centered on innovation, learning, and operational excellence.
  • Promote diversity and inclusion through equitable leadership and career development.
  • Lead communities of practice focused on data engineering or cloud platforms.
  • Identify and address skill gaps and training opportunities across the team.
  • Partner with management on hiring decisions and organizational planning.
  • Set and review engineering goals, objectives and key results, and performance metrics.
  • Encourage collaboration across engineering, analytics, and application teams.
  • Act as the technical point of contact for enterprise data-engineering initiatives.
  • Translate stakeholder needs into architecture and delivery roadmaps.
  • Partner with product owners, analysts, and executives to align on data-enablement strategy.
  • Coordinate with application teams on integrations, event publishing, and system changes.
  • Support governance and compliance teams in implementing data controls and lineage.
  • Represent the data team in executive steering committees, request-for-proposal development, and vendor assessments.
  • Ensure data-delivery timelines, risks, and dependencies are clearly communicated.
  • Participate in public-sector partnerships and cross-agency data collaborations.
  • Support data-literacy efforts by enabling clean, documented datasets for business users.
  • Advocate for data engineering in support of County priorities and digital equity.
  • Contribute to proposals, requests for proposals, and funding requests involving enterprise data initiatives.
Desired Qualifications
  • A Master's degree.
  • Certification in a cloud data platform, such as Azure Data Engineer, AWS Big Data, or Google Cloud Professional Data Engineer.
  • Certification or experience with Airflow, Snowflake, Databricks, or a similar platform.
