ArsenalBio, a privately held, clinical-stage programmable cell therapy company engineering advanced CAR T therapies for solid tumors, is seeking a talented Vice President, Facilities and Engineering to work on-site at our Hayward and South San Francisco offices.

To support our anticipated growth, we are seeking a Vice President, Facilities & Engineering Operations. This role will be a key contributing leader and team member of a cutting-edge startup that develops cell therapies to meet unmet medical needs, always with our patients in mind. This position will report to the Chief Tech Ops Officer and be responsible for building and leading our workplace strategies and managing the Arsenal Capital Project Portfolio. This senior leader will provide overall technical expertise and leadership to develop and implement the facilities, maintenance, calibration & validation strategies for Arsenal’s R&D labs, GMP & clinical manufacturing, warehouses and offices. This individual will provide strategic planning for all aspects of our facility and real estate operations including our future space requirements and providing solutions that are appropriate for the anticipated growth of our physical plant.
This position is accountable for establishing, maintaining, and continuously improving a highly effective engineering, validation, maintenance, Metrology and Facilities workforce, driving activity to achieve the desired departmental, site, and company outcomes, and ensuring the highest standards of workplace safety and product quality are adhered to. The scope will include Capital Project Management, Engineering Disciplines (Automation, Process, Project, Plant/Facilities), Environmental Health & Safety, Facilities (Lab support, Maintenance, Metrology, 24X7 shift operations) Real Estate, Security, and Workplace Planning, Design & Strategy. This leader will possess strong collaboration and communication skills to work effectively with key stakeholders across all functional areas.
What You Will Do:
- Develop, lead and implement a strategy for facilities including service levels, selection of service providers, processes, tools or automation / digital evolution
- Develop workspace strategic plan by estimating, forecasting, and anticipating requirements, trends, and variances for growth and expansion; develop and maintain facilities operating and capital budgets, including vendor selection, contract negotiation and oversight
- Oversee the physical security and corporate EHS functions, including compliance with safety and environmental regulations imposed by regional and local regulatory agencies such as Cal OSHA. Manage the EH&S following industry best practices.
- Lead the company-wide energy & sustainability agenda as it relates to facilities such as becoming carbon neutral, reducing waste, and sustainability; this also includes developing and integrating ESG practices in the workplace
- Serve as Project Director for facility construction such as greenfield builds, & major renovations including interactions with developers, brokers, architects, general contractors and defining project requirements, negotiating contracts together with procurement, and establish operating budgets
- Develop standards and metrics for the Maintenance, Metrology & Reliability functions
- Provide GMP facilities oversight experience and expertise that includes a foundational technical understanding of GMP-compliant facility needs and requirements, and decision-making skills, and strong coordination, collaboration, and communication skills to work effectively with contractors and support internal customers.
- Provide expertise in FDA cGMP regulations and requirements for manufacturing-facility utilities that includes understanding of cGMP compliance within controlled spaces.
- Implement and monitor short and long range facility management business plans and budget ensuring that key metrics are defined and achieved. Include development plans to enhance employee satisfaction and operational goals.
- Responsible or overall facilities budget and costs including long range planning and annual operating plan development. Support establishment of company wide and accountable for individual function of business continuity planning
- Ensure appropriate lab support including monitoring and directing the purchase, installationand maintenance of equipment while managing facility infrastructure requirements.
- Ensure company compliance with building codes and applicable local rules, regulations and laws.
- Ensure routine maintenance and repairs including support for our labs, offices and common areas.
- Coach, mentor and develop reporting teams.
What Will You Bring:
- Bachelor’s Degree or advanced degree in related field; Engineering degree is preferred
- Minimum 15+ years in of progressive leadership experience in Biotech/Pharmaceuticals with a focus on Engineering, Facilities Management, cGxP design and construction; Cell therapy experience is a plus
- Minimum of 10 years of experience in a management position in a dynamic, rapidly growing company in the life-science industry
- PE and PMP certification are preferred.
- Deep experience in GMP facilities management, G&A or R&D facility support, construction project management, vendor and supplier selection and management, negotiation, and facilities systems, e.g., HVAC, electrical, plumbing and security.
- Broad experience with Employee Health and Safety, Security and Risk Management
- Leadership experience in team management and ability to “zoom in and zoom out” - skilled at being both hands-on and strategic
- Strong communication and stakeholder management skills with a track record for working collaboratively across the organization
- Highly customer-oriented dealing varied customer base with impeccable integrity and judgment and transparency. Able to align expectations across different functions
- Ability to think critically, take initiative, structure and communicate information effectively in both written and oral forms, including executive presentations, are critical, as is enjoying working in a fast-paced environment.

The estimated base salary offer for the preferred primary location of San Francisco Bay area ranges from $269,400 to $330,000.
Salary ranges for other locations may vary from this range. Base pay offered may vary depending on job related knowledge, experience, education, and location.
