Responsibilities
  • Review and assess official program documents such as Acquisition Strategy Plans, Requests for Proposal, Statements of Work, Contract Data Requirements Lists, Policies, Department of Defense/Air Force/Center guidance/instruction, Integrated Master Plans, and Program Contractor Proposals for solicitations for compliance and consistency with Earned Value Management and schedule standards and best practices.
  • Support Integrated Baseline Reviews (IBR) to provide insight into Program Contractor cost and schedule performance issues utilizing Government accepted best practices and guidelines.
  • Assist in contractor compliance analysis to reconcile, identify discrepancies, recommend corrective action, track findings, and advise the Government on resolution.
  • Develop and record risk-based and Performance Work Statement Finance Support Services comprehensive estimates-at-completion (EACs).
  • Perform budget forecasting tasks, variance identification and analysis, program or financial execution reporting and reviews, schedule analysis, earned value management (EVM) analysis, and/or provide recommendations to the program office on all matters relating to budget, schedule, or EVM.
  • Assist, prepare, develop, and deliver compliant documents in support of a variety of financial management activities to include Planning, Programming, Budgeting, executing (PPBE), Program Types (U.S., FMS, etc.), tracking data, and reporting IAW all current and future fiscal and appropriation law and policy.
  • Draw conclusions and draft solutions to funding/budgeting requirements & problems relating to the improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency.
  • Apply knowledge of and use automated management information systems to perform fact-finding, analytical, and advisory functions. Compile division level financial material from a variety of sources in support of various tasks and requirements for financial metrics, management internal control program, and routine reporting.
  • Earned value metrics shall include but are not limited to: cost performance index, schedule performance index, to-complete performance index, comprehensive risk-based independent estimate at complete, baseline execution index, critical path length index.
  • Earned value analysis assessment of the Program Contractor’s utilization of management reserve and undistributed budget to ensure traceability to the approved baseline and compliance with proper processes and procedures.
  • Analyze the Program Contractor’s Estimate to Complete for traceability to the Estimate at Complete and verification of reasonableness, excitability, and availability of funds.
  • Perform Contract Funds Status Report (CFSR) reconciliation with the Contractor Performance Report.
  • Track program funds and contract values.
  • Utilize earned value and schedule data to forecast and estimate Program Contractor’s ability to meet contract type targets, incentives, and share ratios.
  • Institute quality control measures, report results, and conduct process improvement initiatives as needed.
