Job Description:
Parsons is looking for a sharp OPIR Chief Engineer to join our growing team!
The OPIR Chief Engineer is responsible for, along with the OPIR Tech Director PM, defining the nature of OPIR programs while dealing with the technical approach and technical definition of the Parsons OPIR programs, as well as be proactive in alerting the Government to potential technical and resource limitations issues. In this role you will maintain constant communication with the Government and Parsons leadership on program technical status and delivers within the program schedule and budget. You will own the overall program architecture and supports the OPIR Tech Director PM in managing major milestones, activities, events, deliveries, integration points, and relevant mission partner and external schedule data. In this role you will also be responsible for growth, new program capture support, solutioning, strategy development, staffing plans, staff qualifications/training, and measurement of progress. As part of the Parsons’ Defense & Space Engineering Solutions (DSES) Technology Office, you will be driving growth and solutioning high profile OPIR, MW/MD, NC3, OPGA, MBDS, and NDSA pursuits.
What You’ll Be Doing:
- Develop and maintain company strategy with other leaders for the OPIR, MW, and related areas.
- Produce accurate, and easily understood technical summaries / briefs on relevant topics for leadership, business development, and others
- Support bids and proposals with solutioning, architecture, technical solutions and strategy
- Monitor and support program execution, including
- Support and lead cost, schedule and technical risk assessments
- Support and lead trade studies, artifact review, technical meetings
- Support and lead program milestone reviews and meetings
- Identify, report and resolve any potential technical or integration issues.
- Work with directly with government military and civil personnel and other contractors
What Required Skills You’ll Bring:
- A Top Secret (TS)/Sensitive Compartmented Information (SCI) clearance.
- Bachelor’s Degree Engineering or related technical/business field or additional relevant experience may be accepted in place of a degree
- 15+ years of experience working on DoD projects supporting operations, information, and/or engineering.
- 10+ years of recent experience in OPIR development programs familiar with the development lifecycle of OPIR programs, as well as the various producers and consumers of OPIR data.
- Demonstrated relationship with the MW/MD customer and name recognition within the OPIR community.
- In-depth knowledge of DoD and Intel OPIR enterprise; Missile Warning/Missile Defense; Nuclear Command, Control and Communications (NC3); Overhead Persistent GEOINT Architecture (OPGA); Ballistic Missile Defense System (BMDS); and National Defense Space Architecture (NDSA)
- Understanding of Space Systems Command (SSC) and Space Operations Command (SpOC) organizations and methods
- Understanding of Space Command and Control (C2), Space Domain Awareness / Space Control, and the National Security Space Strategy
- Ability to effectively present technical material to Parsons leadership, senior DoD and other US government officials
- Strong interpersonal, oral, and written communication skills
What Desired Skills You’ll Bring:
- Advanced engineering degree is preferred, with relevance to space-based EO/IR or other remote sensing
- FORGE experience (government or contractor)
- Familiarity with major space system acquisition, development, and operations

Salary Range:
