Requirements
  • An active Department of Defense Secret security clearance is required.
  • Ten years of program management experience covering technical and administrative Government contract performance, contract data deliverables, and contract schedule and cost oversight are required.
  • Five years of experience managing Federal Government programs or contracts are required.
  • Experience managing Navy, Department of Defense, or Federal mission-support services contracts is required.
  • Experience managing Service Contract Act employees, including staffing, compensation, timekeeping, performance, retention, and labor compliance matters, is required.
  • Experience with administrative oversight of contractual matters and serving as a liaison between the government customer and corporate management is required.
  • Experience managing services simultaneously while supporting many projects is required.
  • Experience organizing resources to support many concurrent activities is required.
  • Experience ensuring that activities conform to contract terms and conditions is required.
  • Demonstrated ability to provide overall technical, schedule, and cost direction for Government contract performance is required.
  • Must be willing and able to travel 10% to 20%.
  • Must be willing and able to conduct customer and team site visits.
Responsibilities
  • Oversee the delivery, performance, and overall management of assigned Government programs and contracts.
  • Lead the planning, direction, evaluation, and execution of the Naval Surface Warfare Center Dahlgren Division services support contract.
  • Provide oversight of technical and administrative contract performance, including staffing, schedule, cost, quality, deliverables, compliance, customer coordination, and risk management.
  • Ensure program activities conform to contract terms and conditions, Statement of Work requirements, company standards, and customer organization standards.
  • Manage multiple services while supporting projects and concurrent activities across the customer organization.
  • Organize and allocate program resources for direct project support personnel, administrative support, reporting, meetings, surge needs, and customer priorities.
  • Track milestones, budgetary guidelines, funding levels, schedules, cost objectives, and performance indicators, and prepare reports for customer and senior management review.
  • Integrate planning, programming, budgeting, scheduling, financial management execution, contracting, cost and risk analysis, and related support functions.
  • Prepare, submit, and track contract data deliverables, including CDRLs, while coordinating with customer and corporate stakeholders.
  • Maintain customer satisfaction through responsive communication, issue resolution, quality control, process improvement, and consistent contract performance.
  • Build working relationships with the customer by understanding priorities, resolving issues, and supporting contract performance.
  • Oversee administrative and office support activities, including correspondence, visitor and telephone support, meetings, records management, data entry, calendars, travel, onboarding, supplies, and office coordination.
  • Lead and direct employees and make personnel decisions, including performance management, workforce coordination, and alignment of personnel to contract requirements.
  • Oversee employee time, timesheets, leave, training completion, performance, and compliance with customer and company standards.
  • Manage a geographically dispersed mission-support workforce performing administrative, operational, and business support functions across multiple customer locations.
  • Ensure support services are delivered as non-personal services with contractor supervision, work direction, schedule control, and personnel administration maintained in accordance with the Statement of Work.
  • Oversee workforce administration for Service Contract Act employees in coordination with human resources and contracts personnel, including staffing, labor-category alignment, timekeeping, leave, performance, retention, and compliance.
Desired Qualifications
  • A bachelor's degree in a related field is preferred.
  • Program/Project Management Professional certification is highly desired.
  • Previous military experience is preferred.
  • Previous experience working at Naval Surface Warfare Center Dahlgren Division or another Naval Surface Warfare Center is preferred.
  • Experience leading administrative support teams in a Navy, Department of Defense, or Federal environment is preferred, especially teams serving multiple offices, leaders, or mission areas.
  • Experience with Cost Plus Fixed Fee contract administration is preferred.
  • Proven ability to lead and direct challenging projects and execute assignments independently is preferred.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and Project, is preferred.
  • High-level problem-solving skills are preferred.
  • Ability to handle multiple tasks with attention to detail is preferred.
  • Customer service skills, professional presence, and strong oral and written communication skills are preferred.
