Requirements
  • A bachelor's degree in Public Administration, Finance, Business Administration, Economics, or a related field.
  • Extensive experience in local government finance, budgeting, management consulting, or public-sector advisory, including direct experience presenting to executives or elected bodies.
  • Demonstrated facilitation skill with senior stakeholders in politically sensitive settings, including the ability to hold a room, surface a hard trade-off, and drive to a decision without losing the room.
  • Real familiarity with how comparable governments have approached these problems, including what was tried, what worked, and what it actually saved.
  • A track record of mentoring or elevating other practitioners as a senior peer without relying on positional authority.
  • Strong analytical fluency, including the ability to interrogate a cost allocation, identify an implausible result, and explain the method in plain language to a non-technical audience.
  • Comfort operating in AI-supported delivery, with the confidence to challenge model output rather than accept it.
  • Excellent written communication, including producing clear briefs, clean summary emails, and defensible one-pagers.
Responsibilities
  • Serve as the senior relationship holder with each client's executive sponsor, conducting a personal check-in at minimum at the start and end of every phase.
  • Sign off on the narrative and numbers for all executive-facing material before it leaves an engagement, including executive briefings to the City or County Manager, CFO, or Council.
  • Own the recovery plan when a client satisfaction signal drops.
  • Lead client-facing review of program inventory and costing during data creation; guide departments on cost allocation, overhead, and time-allocation logic.
  • Lead benchmarking and insights review; validate the feasibility of AI-suggested opportunities, prioritize the shortlist, and ensure every recommendation is defensible before a CFO or elected official.
  • Co-design target budget scenarios with finance leadership and facilitate executive-level ranking of proposals and opportunities.
  • Adapt session formats to the client, phase, and stakes, including on-site facilitated workshops, virtual working sessions, shorter conversations, or asynchronous review followed by a decision call.
  • Supervise interpretation of program benchmarks, process overlap analysis, and resource optimization insights from the AI insight engine.
  • Review savings and revenue opportunities against peer case studies, judging each for local feasibility and political viability.
  • Facilitate accepted opportunities into AI-generated implementation playbooks with step-by-step actions, named owners, and timelines.
  • Conduct a formal phase-gate review before any phase is marked complete, covering data outputs, client satisfaction signals, and confirmation that all phase deliverables are met.
  • Approve changes to a client's contracted scope.
  • Own and quarterly review the implementation playbook.
  • Identify patterns across engagements and convert them into process improvements.
  • Log material decisions, including scope changes, timeline adjustments, and approach changes, with rationale and stakeholders.
  • Acknowledge Implementation Consultant escalations within four business hours and provide a resolution plan or join the next client interaction within 24 hours.
  • Maintain a current view of assigned engagements, including phase status, risk, milestones, and upcoming decisions.
  • Deliver a monthly written update to the Director of Client Success covering engagement status, risk items, notable wins, and lessons learned.
  • Consult on scoping before it is finalized when deliverables, timelines, or resource commitments are uncertain, including flagging engagements requiring Director capacity beyond the baseline.
  • Surface capacity signals to the Director of Client Success early.
  • Receive the sales-to-Client-Success handoff and hold Sales accountable for documenting commitments made outside contracted scope.
  • Identify expansion and renewal opportunities that extend a client's Priority Based Budgeting capability, and support close-out, retrospectives, and super-user clinics.
  • Contribute to the practice's public voice through conference presentations, written pieces, webinars, and case studies drawn from assigned engagements.
Desired Qualifications
  • A master's degree, such as an MPA, MPP, or MBA.
  • Professional credentials such as CPFO or CGFM from GFOA, or ICMA Credentialed Manager.
  • Direct Priority-Based Budgeting experience as a practitioner inside a government or as an implementer.
  • Familiarity with municipal enterprise resource planning/general ledger structures and the realities of extracting usable data from them.
  • Experience with performance management or community sentiment platforms such as Envisio, Polco, or comparable platforms.
  • A public track record of speaking, writing, or teaching in the public finance community.

The company's remaining on-premise maintenance base represents a significant conversion opportunity, with each maintenance-to-SaaS transition expected to increase recurring revenue by roughly 1.7 times before additional cross-selling. Annualised recurring revenue reached $2.24 billion, up 8.2% year-over-year. SaaS revenues grew 21.7% year-over-year to $230.6 million, marking 22 consecutive quarters of at least 20% growth. Recurring revenues increased to $559.5 million, representing 86.7% of total revenues. Tyler Technologies secured notable wins during the quarter, including a statewide Electronic Vehicle Registration implementation expected to generate over $10 million annually when fully adopted.

Wall Street analysts bullish on Tyler Technologies despite 34% stock decline

Tyler Technologies has underperformed the broader market, with shares falling 34.1% over the past year whilst the S&P 500 Index rallied 19.3%. The Plano, Texas-based software company, which provides integrated information management solutions to government offices, has a market capitalisation of $15.1 billion. The decline stems from valuation re-rating and slowing revenue growth rather than operational issues. Quarterly revenue growth settled into high single digits, making the company's premium valuation difficult to sustain despite strong recurring subscription revenue. In its Q2 results reported on 29 July, Tyler Technologies posted adjusted earnings per share of $3.08, beating expectations of $3.06. However, revenue of $645.1 million missed forecasts of $647 million. For the full year, the company expects adjusted EPS between $12.95 and $13.20.
