Requirements
  • Bachelor’s degree in Business, Risk Management, Compliance, or a related area of study, or the equivalent combination of education and experience.
  • 5+ years of relevant work experience supporting risk management, compliance, regulatory intelligence, strategic intelligence, or related governance frameworks and processes.
  • Experience leading cross-functional initiatives that impact multiple compliance programs or business units.
  • Strong interpersonal and stakeholder collaboration skills with the ability to facilitate meetings, resolve conflict, build consensus, and influence without direct authority.
  • Strong analytical and critical thinking skills with the ability to synthesize external information, identify emerging risks and patterns, and translate complex information into actionable risk insights.
  • Effective communication skills with the ability to create transparency, confidence, and influence across all levels of Target team members.
  • Ability to design and implement external monitoring routines, structured data approaches, and governance processes that scale across a federated risk environment.
  • Ability to plan, execute, monitor, and close projects to meet specific objectives in response to ambiguous, changing, or competing priorities.
  • Ability to work autonomously and manage multiple projects simultaneously while maintaining appropriate prioritization and adherence to deadlines.
  • Ability to apply discretion and sensitivity while working with confidential information.
Responsibilities
  • Lead cross-functional development of enterprise risk and control monitoring standards that strengthen governance and visibility into emerging risks.
  • Partner with risk owners and intelligence partners to convert external risk signals into structured, monitorable data and practical indicators that inform risk assessments and governance priorities.
  • Develop and implement monitoring procedures and routines to identify, assess, and track external developments across multiple business areas and compliance domains.
  • Identify monitoring gaps, data limitations, and unmonitorable controls; establish compensating testing or validation strategies to ensure coverage of key risks.
  • Enhance traceability between external risk signals, risks, risk drivers, controls, and monitoring metrics within Risk Cloud to improve transparency and reporting accuracy.
  • Develop a strong understanding of regulatory expectations, industry trends, and emerging risks to inform monitoring strategies and governance priorities.
  • Influence compliance program leaders and key enterprise stakeholders regarding monitoring solutions, implementation strategies, and maturity expectations.
  • Lead complex analysis of external risk data, trends, and risk indicators to identify emerging issues and drive risk-based mitigation strategies.
  • Establish trusted relationships with risk owners and enterprise intelligence partners to support consistent external risk monitoring and continuous improvement actions.
  • Collaborate with Technology, Data, and enterprise intelligence partners to improve external risk data quality, structure intelligence inputs, and support scalable dashboards, analytics, and RiskCloud capabilities.
  • Support risk governance by defining risk driver metrics, escalation triggers, and executive-ready reporting insights.

Desired Qualifications
  • Experience implementing or optimizing governance, risk, and compliance technology platforms, including tools used to capture and connect external risk information.
  • Experience with external risk monitoring, regulatory or enforcement intelligence, horizon scanning, or emerging risk identification.
  • Experience developing structured risk taxonomies, dashboards, metrics, or data-driven reporting solutions.
  • Knowledge of risk management systems, regulatory expectations, and maturity models.
  • Experience in retail operations or other complex, consumer-facing industries.
