Job Description:
Parsons is looking for an amazingly talented Deputy Director Army Ammunitions to join our team! In this role you will get to Manage a large Design-Build project at Holston Army Ammunition Plant and supervise a team of Project Managers executing similar projects.
What You’ll Be Doing:
- Manage Parsons efforts for one large Modernization project at Holston AAP.
- Lead a team of Project Managers executing other jobs at Holston AAP.
- Executes complex industrial, plant, and infrastructure projects that employ innovative Integrated Project Delivery approaches like Design-Build, Progressive Design-Build, or CM-at-Risk. On select opportunities, bid and/or negotiate firm-fixed price, construction jobs for specific clients and markets.
- Provides Leadership and turnkey responsibility to execute complex design-build projects located on Holston or Radford AAP on behalf of the GOCO, US Army Corps of Engineers, or other.
- Manages and tracks all key performance indicators for project success including safety, quality control, schedule and financial performance metrics.
- Coordinates closely with the modernization project client which may be a GOCO, other federal entity, or the US Army Corps of Engineers (USACE).
- Manages all project phases from scoping, programming, design, and construction of at-risk construction projects ranging from $5-150M.
- Collaborates and provides leadership to directly manage successful design to budget and schedule for in-house design success using both onsite and remote staff. Design management skills required.
- Identifies design and construction risks along with project specific mitigation strategies. Will manage project risk profile within the company’s corporate risk and control framework to govern, assess, mitigate and manage operational and financial risks at the task and project level.
- Supports strategic planning and related business development in conjunction with the Business Unit and Market Directorate Leadership.
- Assesses present and future project needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet project performance metrics.
What Required Skills You’ll Bring:
- 15+ years of broad and diversified experience with a strong reputation across North America for life cycle program management.
- Bachelor’s degree in related field (Engineering or CM preferred)
- Relevant program and project experience related to similar modernization projects, plant, or industrial facilities
- Demonstrated ability to establish and maintain long term client relationship
- Experience with Profit and Loss (P&L) management.
- Expert knowledge of standard practices within field of expertise, as well as Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARs).
- Experience with pricing strategy and negotiation techniques.
- Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies within lump sum, turnkey EPC programs.
What Desired Skills You’ll Bring:
- At-Risk construction experience for large lump sum, firm-fixed price project opportunities preferred.
- Professional Registration preferred (PE or RA)
- Clearance preferred but not required. Acceptable NACI background check required.

Salary Range:
