Requirements
  • A Bachelor's degree in Business Administration, Human Resources, or a related field, or previous experience in business consulting, workforce development, or a similar role.
  • Knowledge of the Workforce Innovation and Opportunity Act program and work-based learning requirements, including On-the-Job Training, work experience, and transitional jobs.
  • Strong understanding of workforce solutions, job placement strategies, and employer engagement practices.
  • Ability to build and maintain relationships with businesses using strong communication and interpersonal skills.
  • Ability to analyze data, identify trends, and provide strategic recommendations to improve business outcomes.
  • Familiarity with labor market trends and employment laws and regulations affecting businesses.
  • Proficiency in Microsoft Office Suite and customer relationship management software for managing client relationships.
  • Strong organizational skills, attention to detail, and ability to manage multiple projects simultaneously.
  • Ability to gather information and provide solutions through strong relationship-building skills.
  • Ability to multitask in a fast-paced environment, with strong listening and problem-solving skills.
  • Ability to work independently with minimal supervision and effectively as part of a team.
  • A valid driver's license.
Responsibilities
  • Establish and maintain professional business relationships with local businesses and organizations through consistent outreach to develop job orders, employment arrangements, and work-based learning opportunities.
  • Plan and execute recruiting and hiring events for employers across industries and for diverse job seekers using in-person and virtual platforms.
  • Collaborate with community and business partners to plan and execute recruiting events.
  • Deliver presentations to employers and program participants about employment opportunities and labor market information, both in person and virtually.
  • Assist in implementing new Business Services programs and services with employers.
  • Negotiate and develop transitional and permanent job opportunity agreements with businesses for On-the-Job Training, subsidized work experience, transitional jobs, and other programs as needed.
  • Interact with employers to create job orders and fill job vacancies.
  • Respond to and resolve local business needs through available resources.
  • Conduct employer follow-up to assess service quality and the quantity of referrals.
  • Work with program staff to match job seekers to work-based learning opportunities.
  • Develop workplace talent through work-based learning while reinforcing employer expectations.
  • Provide career planning and advisement services to assist with job placement, advancement, and retention.
  • Assist with successfully placing participants in unsubsidized employment.
  • Track program participants for successful participation and report on job placements and new employer partnerships.
  • Review individual employment and placement plans, identify barriers, and refer customers to appropriate resources to overcome them.
  • Perform other duties and projects as needed.

  • Knowledge of the Deep East Texas region and its employers, community organizations, and workforce partners.
  • Strong multitasking abilities and a proactive approach to tasks.

Montgomery County, Maryland, United States, July 2026 - WorkSource Montgomery has promoted Barleh Jessica Issoufou to the position of Vice President & Chief Operating Officer, recognizing her outstanding leadership and contributions to advancing workforce development and economic opportunity across Montgomery County. In her new role, Barleh will oversee the organization's business operations, working closely with leadership and cross-functional teams to strengthen operational excellence, enhance organizational performance, and expand innovative workforce solutions that support employers, job seekers, and the broader regional economy. Prior to this promotion, Barleh served as Deputy Director, Workforce Services at WorkSource Montgomery for over three years. In this capacity, she provided strategic direction and operational leadership for workforce development programs and business engagement initiatives, driving organizational performance through data-driven decision-making, cross-sector partnerships, and innovative employment and talent development strategies. Before joining WorkSource Montgomery, Barleh spent more than four years with Career TEAM LLC, where she most recently served as Regional Director of Operations, overseeing the implementation of strategic business plans and operational delivery for Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF) programs across the East Coast. Simultaneously, she also served as Executive Director, providing strategic, fiscal, and operational leadership for the District of Columbia's TANF Employment Provider program and helping expand employment opportunities for underserved communities. Earlier in her career, Barleh held leadership positions with Community Purchasing Alliance as Regional Director, where she led strategic planning and innovative purchasing initiatives supporting community organizations, and with EDSI as Program Manager, managing large-scale employment and training programs serving thousands of residents annually. She began her professional journey with the New Jersey Department of Labor & Workforce Development as a Claims Examiner, and also gained valuable community development experience through internships with Volunteers of America Delaware Valley and The Center for Family Services, as well as serving as Youth Volunteer Coordinator with the American Red Cross. Barleh holds a Master of Social Work from the University of Pennsylvania, an academic foundation that has complemented her career in workforce development, community engagement, organizational leadership, and public service. With more than fifteen years of experience spanning workforce development, operations management, public sector partnerships, community engagement, and organizational leadership, Barleh is well positioned to help lead WorkSource Montgomery through its next phase of growth and impact.
