Requirements
  • The successful candidate will have 12+ years of experience in technical roles requiring collaboration among team members and communication with senior-level customers, including 6+ years of supporting business capture processes with written and oral response development.
  • A bachelor’s degree or higher is required, with a preference for engineering, computer science, or IT Management related fields of study.
  • Experience researching and developing technical solutions to complex problems across a variety of scenarios, with specific focus on software engineering and data architecture / engineering solutions.
  • Must be able to mature an idea from a concept of operation to an achievable solution that meets customer requirements.
  • Must possess the ability to understand a customer’s needs through reviewing available materials, attending industry day events, written and oral communications, and knowledge of industry and federal government strategic planning.
  • Excellent writing and oral communication skills. Must be able to present a variety of technical topics to potential customers with varying degrees of technical knowledge.
  • Experience designing enterprise networks including LAN, WAN, cloud solutions, software defined networking, load balancing, zero trust, WAN optimization, network encryption solutions.
  • Experience with DoD continuous ATO and Zero Trust processes including identification, tracking, reporting, and resolving of vulnerabilities and the creation of accreditation documentation supporting networks.
  • Experience with application development and sustainment solutions including development, test, user experience, and devsecops pipelines.
  • Experience supporting large ($100M+) business capture opportunities.
  • Familiarity with Federal Government proposal process. Strong familiarity with common tools used in researching and developing RFI and RFP responses, including the Microsoft Office suite of tools.
  • Ability to review materials, assess solutions, and develop graphical concepts to convey a message in a clear and concise manner. A graphical artist will refine any graphics produced by this position.
  • Technical leadership experience required to determine a level of effort estimate and the skill sets and experience necessary to complete a project / task.
  • Experience developing RFI and RFP responses including win theme development.
  • Ability to lead meetings and achieve the desired outcome of those meetings.
  • Must be able to support a flexible work schedule to meet deadlines and due dates.
Responsibilities
  • Support pre-RFP business capture activities
  • Provide technical expertise and support the BD teams at Industry Day events, customer Q&A sessions, and conferences.
  • Meet with vendors and partners to review products and capabilities and analyze available materials and knowledge to develop solutions to meet customer needs across a variety of engineering and IT-related areas of expertise.
  • Support Request for Information (RFI) responses.
  • Craft compelling and compliant proposal responses and basis of estimate / staffing models
  • Apply appropriate techniques to develop a basis of estimate / staffing plan.
  • Prepare and review status of ongoing efforts, briefing senior executives, up to and including members of the C-Suite.
  • Coordinate, facilitate, and participate in solutioning sessions with technical experts
  • Create concept of operation (CONOPS), graphics concepts, strengths, weaknesses, opportunities, and threats (SWOT) analysis, identify risks and mitigations, etc.
  • Support oral and written proposal efforts
  • Partner with the Proposal Team to craft a compelling Request for Proposal (RFP) response, including oral proposal materials when required.
  • Support oral proposals as a presenter (presenting to senior-level government officials and evaluators) or acting as an evaluator during practice sessions.
  • Support development of staffing basis of estimates (BOE)
  • Maintain knowledge currency and share with team members
  • Coordinate and work together as a member of the Agile Defense Solutions Team, sharing knowledge with others and supporting ongoing efforts.
  • Provide expertise to project teams upon request.
  • Retain knowledge of ongoing Federal Government and DoD initiatives and apply to recommended solutions.
